Amends the Department of State Police Law of the
Civil Administrative Code of Illinois and the State Finance Act. Requires the Department of State Police to establish and maintain a violence-prevention program to be known as Operation Safe Streets. Provides that, under the program, the Department shall take applications from communities in the State located outside of Cook County that wish to participate. Sets forth the required components of the program. Creates the Safe Streets Fund as a special fund in the State treasury.

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Department of State Police Law of the
Civil |

| Administrative Code of Illinois is amended by adding Section |
6 |
| 2605-180 as follows: |

| (20 ILCS 2605/2605-180 new) |

| Sec. 2605-180. Operation Safe Streets. |
9 |
| (a) The Department shall establish and maintain a |
10 |
| violence-prevention program to be known as Operation Safe |
11 |
| Streets. Under the program, the Department shall take |
12 |
| applications from communities in the State located outside of |
13 |
| Cook County that wish to participate. The components of this |
14 |
| program must include: community mobilization, youth outreach, |
15 |
| public education, conflict mediation, the involvement of |
16 |
| faith-based leaders, and the participation of law enforcement |
17 |
| and other criminal-justice professionals. |
18 |
| (b) The Safe Streets Fund is created as a special fund in |
19 |
| the State treasury. From appropriations from the Fund, the |
20 |
| Department shall make grants to public and private entities in |
21 |
| participating communities for the purpose of the Operation Safe |
22 |
| Streets program. |
