AMENDMENT TO HOUSE BILL 3424

2     AMENDMENT NO. ______. Amend House Bill 3424, AS AMENDED,
3 with reference to page and line numbers of House Amendment No.
4 4, on page 8, by replacing lines 13 and 14 with the following:
5         "(4) A light-duty vehicle sold by a dealer to any
6     person who will legally title the vehicle in a State that
7     has not adopted the Program, pursuant to Title 13 CCR,
8     Division 3, Chapters 1 and 2."; and
 
9 on page 16, immediately below line 23, by inserting the
10 following:
 
11     "Section 75. Review and repeal of the Illinois Clean
12 Vehicles Program.
13     (a) The General Assembly may repeal this Act at any time
14 and revert to the federal vehicle emissions standards.
15     (b) The Agency shall submit an Annual Illinois Clean
16 Vehicle Report to the Governor, the Speaker of the House, the

1 President of the Senate, the House Minority Leader, and the
2 Senate Minority Leader within 60 days of the submittal of the
3 final manufacturer reports described in Section 60, which shall
4 include:
5         (1) a statewide summary of the data reported to the
6     Agency by the manufacturers pursuant to the reporting
7     requirements in Section 60;
8         (2) a comparison of the number and models of light-duty
9     vehicles available for sale in the State during the
10     calendar year that can use either E85 or gasoline for fuel,
11     compared with the number and models of those same types of
12     vehicles in states that have not adopted the California Low
13     Emission Vehicle Program;
14         (3) an estimated calculation of the total hydrocarbon,
15     carbon monoxide, nitrous oxides, air toxins, and carbon
16     dioxide emission reductions that are a result of the
17     Program; and
18         (4) an estimated calculation of the total fuel savings
19     that are a result of the Program.
20     (c) The Board shall notify the Governor, the Speaker of the
21 House, the President of the Senate, the House Minority Leader,
22 and the Senate Minority Leader within 3 days of issuing a first
23 notice order of proposed amendments to the Illinois Clean
24 Vehicles Program, pursuant to Section 70. This notification
25 shall include an analysis of the effects on emissions and fuel
26 consumption of each of the proposed amendments.

1     (d) The Board shall notify the Governor, the Speaker of the
2 House, the President of the Senate, the House Minority Leader,
3 and the Senate Minority Leader within 3 days of issuing a
4 second notice order of proposed amendments to the Illinois
5 Clean Vehicles Program, pursuant to Section 70. This
6 notification shall include an analysis of the effects on
7 emissions and fuel consumption of each of the proposed
8 amendments.
9     (e) The Board shall adopt the proposed amendments to the
10 Illinois Clean Vehicle Program no sooner than 90 days after the
11 second notice order."; and
 
12 on page 16, line 24 and page 17, line 1, by replacing "upon
13 becoming law" with "January 1, 2009".
