1     AN ACT concerning transportation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The State Finance Act is amended by adding
5 Section 5.675 as follows:
 
6     (30 ILCS 105/5.675 new)
7     Sec. 5.675. The Autism Awareness Fund.
 
8     Section 10. The Illinois Vehicle Code is amended by adding
9 Section 3-664 as follows:

11     Sec. 3-664. Autism Awareness license plates.
12     (a) The Secretary, upon receipt of an application made in
13 the form prescribed by the Secretary, may issue special
14 registration plates designated as Autism Awareness license
15 plates. The special plates issued under this Section shall be
16 affixed only to passenger vehicles of the first division and
17 motor vehicles of the second division weighing not more than
18 8,000 pounds. Plates issued under this Section shall expire
19 according to the multi-year procedure established by Section
20 3-414.1 of this Code.
21     (b) The design and color of the plates is wholly within the

1 discretion of the Secretary of State. The Secretary, in his or
2 her discretion, may allow the plates to be issued as vanity or
3 personalized plates under Section 3-405.1 of this Code. The
4 Secretary shall prescribe stickers or decals as provided under
5 Section 3-412 of this Code.
6     (c) An applicant for the special plate shall be charged a
7 $40 fee for original issuance in addition to the appropriate
8 registration fee. Of this fee, $25 shall be deposited into the
9 Autism Awareness Fund and $15 shall be deposited into the
10 Secretary of State Special License Plate Fund, to be used by
11 the Secretary to help defray the administrative processing
12 costs.
13     For each registration renewal period, a $27 fee, in
14 addition to the appropriate registration fee, shall be charged.
15 Of this fee, $25 shall be deposited into the Autism Awareness
16 Fund and $2 shall be deposited into the Secretary of State
17 Special License Plate Fund.
18     (d) The Autism Awareness Fund is created as a special fund
19 in the State treasury. All moneys in the Autism Awareness Fund
20 shall be paid, subject to appropriation by the General Assembly
21 and approval by the Secretary, to the Illinois Department of
22 Human Services for the purpose of grants for research,
23 education, and awareness regarding autism and autism spectrum
24 disorders.
