1     AN ACT concerning government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Time Standardization Act is amended by
5 changing Section 1 as follows:
 
6     (5 ILCS 440/1)  (from Ch. 1, par. 3201)
7     Sec. 1. At two o'clock ante meridian of the second last
8 Sunday in March April of each year, the standard time in this
9 state shall be advanced one hour, and at two o'clock ante
10 meridian of the first last Sunday in November October of each
11 year the standard time in this state shall, by the retarding of
12 one hour, be made to coincide with the mean astronomical time
13 of the ninety degrees of longitude West from Greenwich, the
14 standard official time of which is described as United States
15 standard central time, so that between the second last Sunday
16 of March April at two o'clock ante meridian in each year and
17 the first last Sunday in November October at two o'clock ante
18 meridian in each year the standard time in this state shall be
19 one hour in advance of the United States standard central time:
20 Provided, however, that nothing in this act shall be so
21 construed as to be in contravention of any federal law or
22 authorized order of the Interstate Commerce Commission with
23 respect to the time zones of the United States. And in all

1 laws, statutes, orders, judgments, rules and regulations
2 relating to the time of performance of any act of any officer
3 or department of this state, or of any county, township, city
4 or town, municipal corporation, agency or instrumentality of
5 the state, or school district or school authority or relating
6 to the time in which any rights shall accrue or determine, or
7 within which any act shall or shall not be performed by any
8 person subject to the jurisdiction of the state, and in all the
9 public schools and in all institutions of the state, or of any
10 county, township, city or town, municipal corporation, agency
11 or instrumentality of the state or school district or school
12 authority, and in all contracts or choses in action made or to
13 be performed in the state, it shall be understood and intended
14 that the time shall be the time prescribed in this section.
15     If the date on which time is to be advanced one hour, the
16 date on which time is to be retarded one hour, or both, as set
17 forth under Section 260a of the federal Uniform Time Act of
18 1966 (15 U.S.C. 260a), as now or hereafter amended, renumbered,
19 or succeeded, differs from either or both of those dates as set
20 forth under this Section, then the dates set forth under the
21 federal law shall control and shall apply in Illinois,
22 notwithstanding the dates set forth in this Section.

24     Section 99. Effective date. This Act takes effect upon
25 becoming law.
