SYNOPSIS AS INTRODUCED:
 
10 ILCS 5/9-8.5 new

    Amends the Election Code. With respect to holders of and candidates for State executive branch constitutional offices and General Assembly seats, limits campaign expenditures to an amount equal to the annual compensation of the office sought multiplied by the number of years in the term sought. Provides that the limit applies separately during a primary campaign and an election campaign.

1     AN ACT concerning elections.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Election Code is amended by adding Section
5 9-8.5 as follows:
 
6     (10 ILCS 5/9-8.5 new)
7     Sec. 9-8.5. Expenditure limits.
8     (a) As used in this Section:
9         (1) "Election period" means the period beginning on the
10     day after a general primary election and ending on the day
11     of that general election.
12         (2) "Expenditure limit" means an amount equal to the
13     annual compensation of the State office sought multiplied
14     by the number of years in the term of that State office.
15         (3) "Primary period" means the period beginning on the
16     day after a general election and ending on the day of the
17     following general primary election.
18         (4) "State office" means the office of Governor,
19     Lieutenant Governor, Attorney General, Secretary of State,
20     Comptroller, Treasurer, State Senator, and State
21     Representative.
22     (b) The holder of or a candidate for a State office may not
23 make aggregate expenditures (i) in excess of the expenditure

1 limit for the office sought during the primary period and (ii)
2 in excess of the expenditure limit for the office sought during
3 the election period. Expenditures made by a political committee
4 organized or authorized to be organized by the holder or
5 candidate are considered expenditures made by that holder or
6 candidate for the purpose of this subsection.
