SYNOPSIS AS INTRODUCED:
 
20 ILCS 805/805-410   was 20 ILCS 805/63a32

    Amends the Department of Natural Resources (Conservation) Law of the Civil Administrative Code of Illinois to provide that a local bank account established for the World Shooting and Recreational Complex that is used to hold income received before and during a competitive shooting event, to pay out cash prizes for the same event for which the income was received, or to purchase prizes for that event is exempt from a requirement that the balance of the account be forwarded to the Department for deposit with the State Treasurer on Monday of each week if the amount exceeds $500. Requires such an account to be in the name of the Department and subject to regular audits. Limits the balance of the account to a maximum of $250,000. Effective immediately.

1     AN ACT concerning State government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Department of Natural Resources
5 (Conservation) Law of the Civil Administrative Code of Illinois
6 is amended by changing Section 805-410 as follows:
 
7     (20 ILCS 805/805-410)  (was 20 ILCS 805/63a32)
8     Sec. 805-410. Local bank accounts.
9     (a) The Department has the power to establish local bank or
10 savings and loan association accounts, upon the written
11 authorization of the Director, to temporarily hold income
12 received at any of its properties. Local accounts established
13 pursuant to this Section shall be in the name of the Department
14 and shall be subject to regular audits. The balance in a local
15 bank or savings and loan association account shall be forwarded
16 to the Department for deposit with the State Treasurer on
17 Monday of each week if the amount to be deposited in a fund
18 exceeds $500.
19     (b) No bank or savings and loan association shall receive
20 public funds as permitted by this Section unless it has
21 complied with the requirements established pursuant to Section
22 6 of the Public Funds Investment Act.
23     (c) Subsection (a) of this Section does not apply to a

1 local bank account established under this Section for the World
2 Shooting and Recreational Complex that is used to hold income
3 received before and during a competitive shooting event, to pay
4 out cash prizes for the same event for which the income was
5 received, or to purchase prizes for that event. The local bank
6 account shall be in the name of the Department and shall be
7 subjected to regular audits. A local bank account shall be
8 opened for the purpose of holding moneys under this subsection.
9 The balance of the account must never exceed $250,000.

11     Section 99. Effective date. This Act takes effect upon
12 becoming law.
