1     AN ACT concerning insurance.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Covering ALL KIDS Health Insurance Act is
5 amended by changing Sections 30 and 45 and by adding Section 63
6 as follows:

8     (Section scheduled to be repealed on July 1, 2011)
9     Sec. 30. Program outreach and marketing. The Department may
10 provide grants to application agents and other community-based
11 organizations to educate the public about the availability of
12 the Program. The Department shall adopt rules regarding
13 performance standards and outcomes measures expected of
14 organizations that are awarded grants under this Section,
15 including penalties for nonperformance of contract standards.
16     The Department shall annually publish in newspapers around
17 the State the premiums or other cost sharing requirements of
18 the Program.

22     Sec. 45. Study; contracts.

1     (a) The Department shall conduct a study that includes, but
2 is not limited to, the following:
3         (1) Establishing estimates, broken down by regions of
4     the State, of the number of children with and without
5     health insurance coverage; the number of children who are
6     eligible for Medicaid or the Children's Health Insurance
7     Program, and, of that number, the number who are enrolled
8     in Medicaid or the Children's Health Insurance Program; and
9     the number of children with access to dependent coverage
10     through an employer, and, of that number, the number who
11     are enrolled in dependent coverage through an employer.
12         (2) Surveying those families whose children have
13     access to employer-sponsored dependent coverage but who
14     decline such coverage as to the reasons for declining
15     coverage.
16         (3) Ascertaining, for the population of children
17     accessing employer-sponsored dependent coverage or who
18     have access to such coverage, the comprehensiveness of
19     dependent coverage available, the amount of cost-sharing
20     currently paid by the employees, and the cost-sharing
21     associated with such coverage.
22         (4) Measuring the health outcomes or other benefits for
23     children utilizing the Covering ALL KIDS Health Insurance
24     Program and analyzing the effects on utilization of
25     healthcare services for children after enrollment in the
26     Program compared to the preceding period of uninsured

1     status.
2     (b) The studies described in subsection (a) shall be
3 conducted in a manner that compares a time period preceding or
4 at the initiation of the program with a later period.
5     (c) The Department shall submit the preliminary results of
6 the study to the Governor and the General Assembly no later
7 than July 1, 2008 and shall submit the final results to the
8 Governor and the General Assembly no later than July 1, 2010.
9     (d) The Department shall submit copies of all contracts
10 awarded for the administration of the Program to the Speaker of
11 the House of Representatives, the Minority Leader of the House
12 of Representatives, the President of the Senate, and the
13 Minority Leader of the Senate.

16     Sec. 63. Audits by the Auditor General. The Auditor General
17 shall annually cause an audit to be made of the Program,
18 beginning June 30, 2008 and each June 30th thereafter. The
19 audit shall include payments for health services covered by the
20 Program and contracts entered into by the Department in
21 relation to the Program.
