SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Small Retailer Tire Disposal Act. Provides that the Environmental Protection Agency shall arrange for used tires to be collected from small retailers in the State. Provides that a collection site must be available in each county of the State on at least a quarterly basis. Provides that the Agency shall publish notice of the location, date, and time of a collection in the newspaper of greatest circulation in the county of the collection site for at least 2 consecutive weekends before the date of the collection.

1     AN ACT concerning used tires.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 1. Short title. This Act may be cited as the Small
5 Retailer Tire Disposal Act.
 
6     Section 5. Definitions. For purposes of this Act:
7     "Agency" means the Illinois Environmental Protection
8 Agency.
9     "Small retailer" means a person who sells no more than 500
10 tires, at retail, each year.
 
11     Section 10. Collection. The Agency shall arrange for used
12 tires to be collected from small retailers. A used tire
13 collection site must be available in each county of the State
14 on at least a quarterly basis. Any small retailer in the county
15 of the collection site may deposit at the collection site, free
16 of charge, any used tires collected by that small retailer
17 during the previous 3 months. The Agency shall transport the
18 collected used tires from the collection site and discard the
19 used tires as provided in Title XIV of the Environmental
20 Protection Act. Collection sites established under this
21 Section shall be available only to small retailers.

1     Section 15. Notice. The Agency shall publish notice of the
2 location, date, and time of a collection in the newspaper of
3 greatest circulation in the county of the collection site.
4 Notice under this Section shall be published at least 2
5 consecutive weekends before the date of the collection.
 
6     Section 99. Effective date. This Act takes effect July 1,
7 2007.
