SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Continuing Appropriation for Education Act. Provides that if the General Assembly fails to make sufficient Common School Fund appropriations sufficient to fund general State aid, supplemental general State aid, and supplementary grants in aid, then the Act shall constitute an irrevocable and continuing appropriation. Effective immediately.

1     AN ACT concerning education.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 1. Short title. This Act may be cited as the
5 Continuing Appropriation for Education Act.
 
6     Section 5. Continuing appropriation. If the General
7 Assembly fails to make Common School Fund appropriations to the
8 State Board of Education in fiscal year 2008 or in any fiscal
9 year thereafter sufficient to fund (i) the General State Aid
10 Formula set forth in subsection (E) (Computation of General
11 State Aid) and subsection (H) (Supplemental General State Aid)
12 of Section 18-8.05 of the School Code and (ii) the
13 supplementary payments for school districts set forth in
14 subsection (J) (Supplementary Grants in Aid) of Section 18-8.05
15 of the School Code, then this Act shall constitute an
16 irrevocable and continuing appropriation from the Common
17 School Fund of all amounts necessary for those purposes.
 
18     Section 99. Effective date. This Act takes effect upon
19 becoming law.
