SYNOPSIS AS INTRODUCED:
 
30 ILCS 105/5.675 new
625 ILCS 5/3-664 new

    Amends the Illinois Vehicle Code and the State Finance Act. Creates the Illinois Agriculture in the Classroom Fund in the State treasury. Provides for the issuance of Agriculture in the Classroom license plates. Provides that in addition to the appropriate registration fees, an applicant for the special plate shall be charged a fee of $40 at original issuance and $27 renewal in subsequent years. Provides that $25 of the additional original issuance fee and the renewal fee shall be deposited into the Agriculture in the Classroom Fund. Provides that $15 of the original issuance fee and $2 of the renewal fee shall be deposited into the Secretary of State Special License Plate Fund. Provides that, subject to appropriation by the General Assembly and approval by the Secretary of State, all moneys in the Agriculture in the Classroom Fund shall be paid as grants to the Illinois Agricultural Association Foundation to support Agriculture in the Classroom programming for schools. Effective immediately.

1     AN ACT concerning transportation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The State Finance Act is amended by adding
5 Section 5.675 as follows:
 
6     (30 ILCS 105/5.675 new)
7     Sec. 5.675. The Agriculture in the Classroom Fund.
 
8     Section 10. The Illinois Vehicle Code is amended by adding
9 Section 3-664 as follows:
 
10     (625 ILCS 5/3-664 new)
11     Sec. 3-664. Agriculture in the Classroom plates.
12     (a) The Secretary, upon receipt of all applicable fees and
13 applications made in the form prescribed by the Secretary, may
14 issue special registration plates designated as Agriculture in
15 the Classroom license plates.
16     The special plates issued under this Section shall be
17 affixed only to passenger vehicles of the first division or
18 motor vehicles of the second division weighing not more than
19 8,000 pounds.
20     Plates issued under this Section shall expire according to
21 the multi year procedure established by Section 3-414.1 of this

1 Code.
2     (b) The design and color of the special plates shall be
3 wholly within the discretion of the Secretary.
4     (c) An applicant for the special plate shall be charged a
5 $40 fee for original issuance in addition to the appropriate
6 registration fee. Of this fee, $25 shall be deposited into the
7 Agriculture in the Classroom Fund and $15 shall be deposited
8 into the Secretary of State Special License Plate Fund, to be
9 used by the Secretary to help defray the administrative
10 processing costs.
11     For each registration renewal period, a $27 fee, in
12 addition to the appropriate registration fee, shall be charged.
13 Of this fee, $25 shall be deposited into the Agriculture in the
14 Classroom Fund and $2 shall be deposited into the Secretary of
15 State Special License Plate Fund.
16     (d) The Agriculture in the Classroom Fund is created as a
17 special fund in the State treasury. All moneys in the
18 Agriculture in the Classroom Fund shall be paid, subject to
19 appropriation by the General Assembly and approval by the
20 Secretary, to the Illinois Agricultural Association
21 Foundation, a charitable organization that meets the
22 requirements of Title 26, Section 501(c)(3) of the United
23 States Code, to be used as grants to support Agriculture in the
24 Classroom programming for public and private schools within
25 Illinois.
 
26     Section 99. Effective date. This Act takes effect upon
