SYNOPSIS AS INTRODUCED:
 
20 ILCS 2310/2310-367 new

    Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Creates the Health Data Task Force in the Department of Public Health. Provides that the Task Force shall develop a plan to create a linked health data system that measures, analyzes, and reports on the health status of Illinois residents. Sets out the contents of the plan and the composition of the Task Force. Provides that the Task Force shall contract with an independent, non-for-profit organization in developing the plan. Requires the Task Force to submit the plan to the Governor and the General Assembly. Effective immediately.

1     AN ACT concerning State government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Department of Public Health Powers and
5 Duties Law of the Civil Administrative Code of Illinois is
6 amended by adding Section 2310-367 as follows:
 
7     (20 ILCS 2310/2310-367 new)
8     Sec. 2310-367. Health Data Task Force.
9     (a) The Health Data Task Force is created within the
10 Department of Public Health. The Task Force shall develop a
11 plan to create a linked health data system that measures,
12 analyzes, and reports on the health status of Illinois
13 residents, including those impacted by health disparities. The
14 plan shall include, but not be limited to:
15         (1) Approaches to assuring adequate data on race,
16     ethnicity, geographic location, gender, age, sexual
17     orientation, and other population groups affected by
18     health disparities;
19         (2) Identification of and proposals for addressing
20     privacy and other legal issues;
21         (3) Identification of and approaches to solving
22     compatibility issues, including software, hardware,
23     platform, and other information systems issues;

1         (4) Identification of needs and approaches to
2     standardizing definitions of indicators across systems to
3     assure comparability;
4         (5) Approaches that assure the highest quality data
5     collection; and
6         (6) Development of methods to increase the timeliness
7     and availability of health data.
8     (b) The Task Force shall be composed of the following
9 members: the Director of Public Health or his or her designee;
10 the Director of Healthcare and Family Services or his or her
11 designee; the Secretary of Human Services or his or her
12 designee; the State Superintendent of Education or his or her
13 designee; and a maximum of 20 public members appointed by the
14 Governor who shall include, but not be limited to,
15 representatives of health care provider organizations, local
16 health departments, minority health organizations, and other
17 users and providers of public health data.
18     (c) The Task force members shall serve without
19 compensation, but public members shall be reimbursed for their
20 reasonable travel expenses incurred in performing their duties
21 in connection with the task force. The Department shall provide
22 staff and administrative support services to the Task Force.
23     (d) Within 90 days after the effective date of this
24 amendatory Act of the 95th General Assembly, the Department
25 shall contract with an independent vendor that has expertise in
26 Illinois public health care data collection and analysis. The

1 vendor must be a not-for-profit organization that represents
2 potential users of the linked health care data system such as
3 minority health groups, local public health agencies,
4 universities, and community agencies, and must have experience
5 in providing project management, logistical, and technical
6 support to public health planning processes. The vendor
7 contract must require the vendor to provide the task force with
8 logistical, process, and technical support in assessing
9 existing data systems and developing the plan to create a
10 linked health data system.
11     (e) The Task Force shall submit its plan to the Governor
12 and the General Assembly no later than December 31, 2008.
 
13     Section 99. Effective date. This Act takes effect upon
14 becoming law.
