SYNOPSIS AS INTRODUCED:

20 ILCS 4040/15 new

    Amends the Social Security Number Protection Task Force Act. Provides that the Task Force is created within the Office of the Attorney General and that the Attorney General is responsible for administering the activities of the Task Force. Requires the Task Force to explore the technical and procedural changes that are needed in order to implement a unique identification number system to replace the use of social security numbers by State and local government agencies. Requires the Task Force to report to the Governor, the Attorney General, the Secretary of State, and the General Assembly by December 31 of each year (now March 1, 2006). Increases the membership of the Task Force and provides that the member appointed by the Attorney General shall serve as chairperson of the Task Force. Effective immediately.

1     AN ACT concerning State government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Social Security Number Protection Task Force
5 Act is amended by changing Section 10 and by adding Section 15
6 as follows:
 
7     (20 ILCS 4040/10)
8     Sec. 10. Social Security Number Protection Task Force.
9     (a) The Social Security Number Protection Task Force is
10 created within the Office of the Attorney General. The Attorney
11 General is responsible for administering the activities of the
12 Task Force. The Task Force shall consist of the following
13 members:
14         (1) Two members One member representing the House of
15     Representatives, appointed by the Speaker of the House of
16     Representatives;
17         (2) Two members One member representing the House of
18     Representatives, appointed by the Minority Leader of the
19     House of Representatives;
20         (3) Two members One member representing the Senate,
21     appointed by the President of the Senate;
22         (4) Two members One member representing the Senate,
23     appointed by the Minority Leader of the Senate;

1         (5) One member, who shall serve as the chairperson of
2     the Task Force, representing the Office of the Attorney
3     General, appointed by the Attorney General;
4         (6) One member representing the Office of the Secretary
5     of State, appointed by the Secretary of State;
6         (7) One member representing the Office of the Governor,
7     appointed by the Governor;
8         (8) One member representing the Department of Natural
9     Resources, appointed by the Director of Natural Resources;
10         (9) One member representing the Department of
11     Healthcare and Family Services Public Aid, appointed by the
12     Director of Healthcare and Family Services Public Aid;
13         (10) One member representing the Department of
14     Revenue, appointed by the Director of Revenue;
15         (11) One member representing the Department of State
16     Police, appointed by the Director of State Police;
17         (12) One member representing the Department of
18     Employment Security, appointed by the Director of
19     Employment Security;
20         (13) One member representing the Illinois Courts,
21     appointed by the Director of the Administrative Office of
22     Illinois Courts; and
23         (14) One member representing the Department on Aging,
24     appointed by the Director of the Department on Aging; .
25         (15) One member appointed by the Director of Central
26     Management Services;

1         (16) One member appointed by the Executive Director of
2     the Board of Higher Education;
3         (17) One member appointed by the Secretary of Human
4     Services; and
5         (18) Three members appointed by the chairperson of the
6     Task Force, representing local-governmental organizations,
7     who may include representatives of clerks of the circuit
8     court, recorders of deeds, counties, and municipalities.
9     (b) The Task Force shall examine the procedures used by the
10 State to protect an individual against the unauthorized
11 disclosure of his or her social security number when the State
12 requires the individual to provide his or her social security
13 number to an officer or agency of the State.
14     (c) The Task Force shall report its findings and
15 recommendations, including its recommendations concerning a
16 unique identification number system under Section 15, to the
17 Governor, the Attorney General, the Secretary of State, and the
18 General Assembly no later than December 31 of each year March
19 1, 2006.

24     (a) The Task Force shall explore the technical and
25 procedural changes that are necessary in order to implement a

1 unique identification number system to replace the use of
2 social security numbers by State and local government agencies
3 for identification and record-keeping purposes. The Task Force
4 shall identify other states and local governments that have
5 implemented a unique identification number system and make
6 recommendations and devise procedures for creating a Statewide
7 unique identification number program.
8     (b) The Task Force shall report its findings on unique
9 identification numbers and recommendations to the Governor,
10 the Attorney General, the Secretary of State, and the General
11 Assembly, by December 31, 2007.
 
12     Section 999. Effective date. This Act takes effect upon
13 becoming law.
