SYNOPSIS AS INTRODUCED:
 
20 ILCS 105/4.08 new

    Amends the Illinois Act on the Aging. Provides that the Department on Aging shall establish a program to ensure the availability of congregate or home-delivered meals in communities with populations of under 5,000 that are not located within large urban counties. Sets forth the requirements for the program. Requires the Department to file a report with the General Assembly and the Illinois Council on Aging by January 1 of each year. Effective immediately.

1     AN ACT concerning State government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Act on the Aging is amended by
5 adding Section 4.08 as follows:
 
6     (20 ILCS 105/4.08 new)
7     Sec. 4.08. Rural and small town meals program. The
8 Department shall establish a program to ensure the availability
9 of congregate or home-delivered meals in communities with
10 populations of under 5,000 that are not located within the
11 large urban counties of Cook, DuPage, Kane, Lake, Madison,
12 McHenry, St. Clair, or Will. The Department shall enter into
13 contracts to support local restaurants and cafes that serve as
14 congregate settings or meal providers to local seniors. The
15 Department shall establish additional standards to which all
16 sites receiving support shall be held, including availability
17 of special dietary meals and hours of operation. Support
18 provided to the restaurant or cafe shall be in the form of
19 grants to the restaurant or cafe. The Department shall file a
20 report with the General Assembly and the Illinois Council on
21 Aging by January 1 of each year. The report shall include, but
22 not be limited to, the following information: (i) persons over
23 60 years of age served through the program; (ii) meals provided

1 through the program; (iii) additional needs of sites to provide
2 service to seniors in their region; and (iv) any other
3 information needed to assist the General Assembly and the
4 Illinois Council on Aging in further developing this program.
 
5     Section 99. Effective date. This Act takes effect upon
6 becoming law.
