Amends the Department of Commerce and Economic Opportunity Law of the
Civil Administrative Code of Illinois. Provides that when awarding grants for any economic development purpose, the Department must consider (i) reserving and targeting State business incentives to areas with high unemployment or low income and (ii) if the applicant seeking the grant is located in a metropolitan area, whether that metropolitan area meets location efficiency standards.

| AN ACT concerning State government.

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Department of Commerce and Economic |

| Opportunity Law of the
Civil Administrative Code of Illinois is |

| amended by adding Section 605-45 as follows: |

| (20 ILCS 605/605-45 new) |

| Sec. 605-45. Economic development grants; policy |
9 |
| considerations. When awarding grants for any economic |
10 |
| development purpose, the Department must consider (i) |
11 |
| reserving and targeting State business incentives to areas with |
12 |
| high unemployment or low income and (ii) if the applicant |
13 |
| seeking the grant is located in a metropolitan area, whether |
14 |
| that metropolitan area meets location efficiency standards.

| Section 99. Effective date. This Act takes effect upon |
16 |
| becoming law.
