SYNOPSIS AS INTRODUCED:
 
625 ILCS 5/1-159.1   from Ch. 95 1/2, par. 1-159.1

    Amends the Illinois Vehicle Code. Includes, in the definition of "person with disabilities", a person who is missing a hand or arm or has permanently lost the use of a hand or arm. Effective immediately.

1     AN ACT concerning transportation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Vehicle Code is amended by changing
5 Section 1-159.1 as follows:
 
6     (625 ILCS 5/1-159.1)  (from Ch. 95 1/2, par. 1-159.1)
7     Sec. 1-159.1. Person with disabilities. A natural person
8 who, as determined by a licensed physician, by a physician
9 assistant who has been delegated the authority to make this
10 determination by his or her supervising physician, or by an
11 advanced practice nurse who has a written collaborative
12 agreement with a collaborating physician that authorizes the
13 advanced practice nurse to make this determination: (1) cannot
14 walk without the use of, or assistance from, a brace, cane,
15 crutch, another person, prosthetic device, wheelchair, or
16 other assistive device; (2) is restricted by lung disease to
17 such an extent that his or her forced (respiratory) expiratory
18 volume for one second, when measured by spirometry, is less
19 than one liter, or the arterial oxygen tension is less than 60
20 mm/hg on room air at rest; (3) uses portable oxygen; (4) has a
21 cardiac condition to the extent that the person's functional
22 limitations are classified in severity as Class III or Class
23 IV, according to standards set by the American Heart

1 Association; (5) is severely limited in the person's ability to
2 walk due to an arthritic, neurological, or orthopedic
3 condition; or (6) cannot walk 200 feet without stopping to rest
4 because of one of the above 5 conditions; or (7) is missing a
5 hand or arm or has permanently lost the use of a hand or arm.

7     Section 99. Effective date. This Act takes effect upon
8 becoming law.
