SYNOPSIS AS INTRODUCED:

 

Amends Public Act 95-348, which made appropriations for FY2008, by repealing several Articles and Sections. Makes appropriations from GRF to the Comptroller to pay outstanding vouchers related to medical expenses. Makes appropriations to the Secretary of State for soil and water conservation grants. Makes appropriations to the University of Illinois for the State Cooperative Extension Service. Effective immediately.

    AN ACT concerning appropriations.

 

        Be it enacted by the People of the State of Illinois, represented in the General Assembly:

 

ARTICLE 1

    Section 5. “AN ACT making appropriations”, Public Act 95-348, as vetoed, reduced, and restored, is amended by repealing all of Articles 565, 570, 575, 580, 585, 590, 595, 600, 605, 610, 615, 620, 625, 630, 635, 640, 645, 650, and 655.

 

ARTICLE 2

 

    Section 5.  In addition to all other amounts appropriated for these purposes, the amount of $219,964,330 is appropriated from the General Revenue Fund to the Comptroller solely for the purpose of payment of outstanding vouchers as of the effective date of this Act for expenses related to medical assistance under the Illinois Public Aid Code, the Children’s Health Insurance Program Act, the Covering ALL KIDS Health Insurance Act, and the Senior Citizens and Disabled Persons Property Tax Relief and Pharmaceutical Assistance Act, but not to exceed the following amounts for classes of providers as follows:

 

  For Physicians................................ 25,639,000

  For Hospital In-Patient, Disproportionate

    Share and Ambulatory Care................... 91,295,980

  For federally defined Institutions for

    Mental Diseases.............................. 3,978,550

  For Supportive Living Facilities............... 2,283,720

  For all other Skilled, Intermediate, and

    Other Related Long Term Care Services....... 42,852,820

  For Prescribed Drugs.......................... 53,914,260

  TOTAL                                        $219,964,330

 

 

ARTICLE 3

    Section 5. ”AN ACT making appropriations”, Public Act 95-348, as vetoed, reduced, and restored, is amended by adding Section 245 to Article 120 as follows:

 

    (P.A. 95-348, Art. 120, Sec. 245 new)

    Sec. 245.  The sum of $7,421,800, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Secretary of State for grants to Soil and Water Conservation Districts for clerical and other personnel, for education and promotional assistance, and for expenses of Water Conservation District Boards and administrative expenses.

 

    Section 10.   ”AN ACT making appropriations”, Public Act 95-348, as vetoed, reduced, and restored, is amended by changing Section 145 of Article 165 as follows:

    Sec. 145. The following named amount, or so much thereof as may be necessary, is appropriated to the Department of Agriculture for:

 

LAND AND WATER RESOURCES PROGRAMS

Payable from the General Revenue Fund:

  For Soil Surveys in Mapping Illinois

    Soil and operational expenses.................. 400,000

  For grants to Soil and Water Conservation

    Districts for clerical and other personnel,

    for education and promotional assistance,

    and for expenses of Water Conservation

    District Boards and administrative

    Expenses..................................... 7,421,800

    Total.............................. $400,000 $7,821,800

 

ARTICLE 4

    Section 5.  ”AN ACT making appropriations”, Public Act 95-348, as vetoed, reduced, and restored, is amended by adding Sections 45, 50, 55, and 60 to Article 80 as follows:

 

 

    (P.A. 95-348, Art. 80, Sec. 45 new)

    Sec. 45. The sum of $12,800,000, or so much thereof as may be necessary, is appropriated from the Agricultural Premium Fund to the Board of Trustees of the University of Illinois for deposit into the State Cooperative Extension Service Trust Fund.

 

    (P.A. 95-348, Art. 80, Sec. 50 new)

    Sec. 50. The sum of $1,659,400, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Board of Trustees of the University of Illinois for deposit into the State Cooperative Extension Service Trust Fund.

 

    (P.A. 95-348, Art. 80, Sec. 55 new)

    Sec. 55. The sum of $5,055,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Board of Trustees of the University of Illinois for deposit into the State Cooperative Extension Service Trust Fund for operational expenses and programs at the University of Illinois Cook County Cooperative Extension Service.

 

    (P.A. 95-348, Art. 80, Sec. 60 new)

    Sec. 60. In addition to all other funds appropriated for that purpose, the sum of $33,900, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Board of Trustees of the University of Illinois for a grant to the University of Illinois Cooperative Extension for deposit into the State Cooperative Extension Service Trust Fund for the purpose of Youth Development Educators and the Unit Youth Development program.

Section 99. Effective date. This Act takes effect upon becoming law.
