SYNOPSIS AS INTRODUCED:

 

Makes appropriations from the General Revenue Fund to the Department of Human Services: to fund an increase in the topline rates paid to private sector agencies serving individuals with developmental disabilities to provide a 50 cent per hour wage increase for non-executive staff and cover the increased costs of serving people; to fund an increase paid to private sector agencies serving individuals with mental illness to provide salary increases for non-executive staff and to cover the increased costs of serving people; to fund an increase paid to private sector agencies serving individuals who need addiction treatment services; to fund a full 6% cost-of-doing-business increase paid to private sector agencies who deliver addiction prevention services; to fund an increase paid to private sector agencies serving individuals who need vocational rehabilitation services; and for expanding CILAs and individual support options, for home-based support services, the Family Assistance Program, the Children's Home and Community Based Waiver State portion, and a Children's Residential Waiver, and for other designated purposes.  Effective July 1, 2007.

    AN ACT concerning appropriations.

 

        Be it enacted by the People of the State of Illinois, represented in the General Assembly:

 

    Section 5. In addition to any amounts previously appropriated for that purpose, the sum of $64,000,000, or so much of that amount as may be necessary, is appropriated from the General Revenue Fund to the Department of Human Services, Division of Developmental Disabilities, to fund a full 6% cost-of-doing-business increase in the topline rates paid to private sector agencies serving individuals with developmental disabilities to provide a 50 cents an hour wage increase for non-executive staff and to cover the increased costs of serving people.

 

    Section 10. In addition to any amounts previously appropriated for that purpose, the sum of $28,800,000, or so much of that amount as may be necessary, is appropriated from the General Revenue Fund to the Department of Human Services, Division of Mental Health, to fund a full 6% cost-of-doing-business increase paid to private sector agencies serving individuals with mental illness to provide salary increases for non-executive staff and to cover the increased costs of serving people.

 

    Section 15. In addition to any amounts previously appropriated for that purpose, the sum of $15,600,000, or so much of that amount as may be necessary, is appropriated from the General Revenue Fund to the Department of Human Services, Division of Alcoholism and Substance Abuse, to fund a full 6% cost-of-doing-business increase paid to private sector agencies serving individuals who need addiction treatment services.

 

    Section 20. In addition to any amounts previously appropriated for that purpose, the sum of $1,850,000, or so much of that amount as may be necessary, is appropriated from the General Revenue Fund to the Department of Human Services, Division of Community Health and Prevention, to fund a full 6% cost-of-doing-business increase paid to private sector agencies who deliver addiction prevention services.

 

    Section 25. In addition to any amounts previously appropriated for that purpose, the sum of $4,000,000, or so much of that amount as may be necessary, is appropriated from the General Revenue Fund to the Department of Human Services, Division of Rehabilitation Services, to fund a full 6% cost-of-doing-business increase paid to private sector agencies serving individuals who need vocational rehabilitation services.

 

    Section 30. The sum of $110,000,000, or so much of that amount as may be necessary, is appropriated from the General Revenue Fund to the Department of Human Services for the following:

(1) To expand Community Integrated Living Arrangements (CILA) and Individual Support Options, $15,000,000.

(2) For Home Based Support Services, $8,000,000.

(3) To support and expand the Family Assistance Program, $4,000,000.

(4) To support the Children's Home and Community Based Waiver State portion, $30,000,000.

(5) To support a Children's Residential Waiver, $3,000,000.

(6) To expand access to medical psychiatry services for mental health, $18,000,000.

(7) To expand 24/7 mental health crisis support services, $8,000,000.

(8) To eliminate statewide waiting list for addiction treatment services, $17,200,000.

(9) To eliminate statewide waiting list for Medicaid-eligible persons in need of addiction treatment services, $3,400,000.

(10) To expand capacity in the addiction prevention system, $3,400,000.

 

Section 99. Effective date. This Act takes effect July 1, 2007.
