SENATE RESOLUTION

 
2     WHEREAS, The members of the Senate of the State of Illinois
3 learned with regret of the death of Charles Hugh Hogan of
4 Herrin on Tuesday, July 19, 2005; and
 
5     WHEREAS, He was born on February 25, 1943, in Rosiclare to
6 Charles and Geneva Ferrell Hogan; he was a 1961 graduate of
7 Herrin High School and received a Bachelor of Science degree in
8 police science and criminology in l974 from York College in
9 York, Pennsylvania; he married Effie Bess Passas on February
10 23, 1969, in Lancaster, Pennsylvania; and
 
11     WHEREAS, He valiantly served his country as a member of the
12 U.S. Army and was a veteran of the Vietnam War; he received the
13 bronze medal star for meritorious achievement in ground
14 operations against hostile forces in Vietnam; during his ten
15 years in the military he was devoted to duty, honor, and
16 country; and
 
17     WHEREAS, Mr. Hogan served 20 years with the Lancaster
18 Bureau of Police of Lancaster, Pennsylvania, from 1974 to 1994;
19 he was a patrolman for nine years and worked on foot, in a
20 cruiser, or on a motorcycle; he was a detective for eleven
21 years; he investigated all types of criminal offenses; his 20
22 year law enforcement career was dedicated to serving and
23 protecting his community of Lancaster, Pennsylvania; he took
24 care of all of those he loved in the same way; and
 
25     WHEREAS, After his retirement in 1994, he opened Alpha
26 Omega Investigative Services in Lancaster, which he managed and
27 operated until he returned to Herrin in 2001; he owned and
28 operated A-O Investigative Services in Southern Illinois until
29 2004; he was a member of the Fraternal Order of Police; he will
30 be missed by his family, his larger family of work associates,
31 and his friends both on the East Coast and in his native

1 Herrin; and
 
2     WHEREAS, He enjoyed boating on the Chesapeake Bay,
3 motorcycle riding, playing pool, golf, and dancing; he was a
4 weekly volunteer at the Marion VA Medical Center, and he loved
5 watching old westerns and war movies; and
 
6     WHEREAS, Mr. Hogan was a member of the Herrin Elks Club,
7 the Crab Orchard Golf Club in Carterville, the GWRRA (Gold Wing
8 Road Riders Association) Chapter Q in Carbondale, the Blue
9 Knights of Herrin, the AHEPA Chapter No. 71 (American Hellenic
10 Education Progress Association), and the Lancaster
11 Annunciation Orthodox Church; and
 
12     WHEREAS, The passing of Charles Hugh Hogan has been deeply
13 felt by many, especially his wife, Bess Hogan; his daughters
14 and son-in-law, Halane Elizabeth Hogan and Nina and Ryan
15 Thiele; his son, Charles Hugh Hogan II; his grandchildren, Nina
16 Rose Marley, Chelsea Lynn Hogan, and Charles Hugh Hogan III;
17 his godson, Vinnie Phemister; his sisters and brother-in-law,
18 Virginia Crouse and Kay and John Brown; his sisters-in-law,
19 Diana Stamatakos and Vaso Passas; his niece, Kim Brown; his
20 nephews and their families, Jett Crouse, Brett Crouse, and
21 Kevin Brown; his great-nephews, Kerry Nissley and Steven
22 Stamatakos; and his many good friends; he was preceded in death
23 by his parents; therefore, be it
 
24     RESOLVED, BY THE SENATE OF THE NINETY-FOURTH GENERAL
25 ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
26 Charles Hugh Hogan, and we extend our deepest sympathy to his
27 family, friends, and all who knew and loved him; and be it
28 further
 
29     RESOLVED, That a suitable copy of this resolution be
30 presented to his family as an expression of our sincerest
31 condolences.
