SENATE RESOLUTION

 
2     WHEREAS, Fred A. Dalton, former Mayor of Collinsville,
3 passed away on June 26, 2005; and
 
4     WHEREAS, Mr. Dalton was born September 9, 1924, in
5 Madisonville, Kentucky, the son of the late Josh and Sadie
6 Davis Dalton; his first wife, Ann, preceded him in death; they
7 had four children, Linda, Randy, Gayle, and Karen; he married
8 Elizabeth Kanturek in June of 1976; and
 
9     WHEREAS, Mr. Dalton lived in Marion until 1942, when he and
10 his wife, Ann, moved to Edwardsville; in March of 1943, he was
11 called to serve in World War II until December 24, 1945; he
12 served in the 37th Infantry Division in the Pacific Theater; he
13 was the owner/operator of Dalton Auto Body in Collinsville for
14 35 years, retiring in December of 1988; and
 
15     WHEREAS, He was a servant of the people beginning in 1969
16 when he was elected to the City Council for four years; while
17 serving, he was in charge of the city fire department under the
18 commissioner form of government; during that administration,
19 Lakeside Plaza and the infrastructure of the new sewer system
20 were developed; in 1973, he was elected to the Madison County
21 Executive Board, serving for 17 years on various committees,
22 including Chairman of the Personnel committee, Grant's
23 committee, finance committee, Land Acquisition committee, and
24 a few minor ones; and
 
25     WHEREAS, In 1990, Mr. Dalton was elected the first Mayor of
26 Collinsville, being the only mayor in history winning an
27 election through write-in ballot; during his reign, he
28 appointed a study committee for building the new police station
29 and the new water tower in downtown Collinsville became a
30 reality; in 1996, he was elected to the City Council, serving
31 there for eight years; he ended his political career with his

1 term on the city council on May 9, 2005; and
 
2     WHEREAS, He also served on the Library Board and Civil
3 Service Board and was president, vice-president, and second
4 vice-president of the Southwestern Illinois Law Enforcement
5 Commission from 1980 to 1987, where he received the Exemplary
6 Services Award in 1995 from SWLEC for his outstanding services;
7 he was a Mason and 32nd Degree Shriner, served as president of
8 the Shrine Club, and was given the DeMolay Outstanding Citizen
9 Award in 1992; he was a member of the Collinsville Lion's Club
10 for 40 years and served on the board of directors and was
11 secretary for six years; he was awarded the highest honor of
12 the Lion's Club, the Mel Jones Fellowship Award, in 1995; he
13 was a member of the V.F.W., serving as precinct committeeman in
14 past years; he served on the chamber board of directors for
15 many years and was an ambassador; he was on the deacon board of
16 the First Baptist Church in Collinsville, serving on the
17 trustee board of the church and, in 1991, was on the board that
18 was the Founder's Club of the Collinsville Area YMCA; and
 
19     WHEREAS, Mr. Dalton was instrumental in the creation of the
20 Collinsville Golf Classic which raises funds for local
21 charities; he was also the founder of the Irving Dillard Award
22 which is presented to outstanding citizens in the community who
23 have done things to advance the city; in 2001, he was presented
24 with the award; he was also awarded the Spirit of Excellence
25 Award in 2000 by the Chamber of Commerce, which is given to
26 individuals who show leadership and concern for citizens of
27 Collinsville; and
 
28     WHEREAS, His hobbies included golfing, woodworking, and
29 reading, and his main focus was the concern of the citizens of
30 Collinsville and how to have a better life in the wonderful
31 community of Collinsville; and
 
32     WHEREAS, He was preceded in death by his parents, his

1 sister, Pauline Dutton, and his son, Randall Dalton, a Vietnam
2 War POW/MIA; and
 
3     WHEREAS, The passing of Fred Dalton is felt by all who knew
4 and loved him, especially his wife, Elizabeth; his daughters,
5 Linda Kruse and husband Tom, Gayle Vecchetti and husband Bob,
6 and Karen Kloster and husband Karl; his grandchildren, Daniel
7 Kruse and wife Rebecca, Rebecca Arnold and husband Mike,
8 Malonie Ayers and husband Ronnie, Jesslyn Frater and husband
9 Roger, Michelle Lucas and husband Scott, Laura Vecchetti, and
10 Kyle and Devon Eckert; his great-grandchildren, Elizabeth,
11 Victoria and Theodore Frater, Chloe, Skylar, Sophia and Cozette
12 Ayers, Ethan Daly, and Gavin Lucas; his sister, Etta Dutton;
13 his numerous nieces and nephew; and his dogs, Benji and Sandy;
14 therefore, be it
 
15     RESOLVED, BY THE SENATE OF THE NINETY-FOURTH GENERAL
16 ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
17 Fred A. Dalton and extend our heartfelt condolences to his
18 family, friends, and community; and be it further
 
19     RESOLVED, That a suitable copy of this resolution be
20 presented to his family as an expression of our deepest
21 sympathy.
