SENATE RESOLUTION

 
2     WHEREAS, The members of the Senate of the State of Illinois
3 learned with great sadness of the death of Dr. Rosemarie
4 Carroll of Palos Heights and Maple Island, Magician Lake,
5 Sister Lakes, Michigan, which occurred on Friday, June 10,
6 2005; and
 
7     WHEREAS, Dr. Carroll was the Superintendent of Palos School
8 District 118, and an educator, leader, innovator, and activist
9 in the area of curriculum development; and
 
10     WHEREAS, She was born on August 24, 1951, in Chicago to
11 Emmett and Jennie (Provenzano) Carroll; on January 16, 1993, in
12 Homewood, she married Dr. John E. Bova; and
 
13     WHEREAS, Dr. Carroll graduated in 1969 from Elizabeth Seton
14 High School in South Holland; after receiving her B.A. from St.
15 Joseph's College and her master's degree's in both education
16 from Northern Illinois University and public administration
17 from Syracuse University, she received her doctorate in
18 administrative and adult studies special education
19 administration from Syracuse University in 1990; and
 
20     WHEREAS, Having a passion for curriculum development,
21 special education, and the further development of faculty and
22 administration teams, Dr. Carroll started as a high school
23 teacher in the South Suburbs; she then became a teacher and
24 later an administrator at SPEED in Chicago Heights; soon after,
25 she moved into various roles and district principal positions,
26 eventually becoming the superintendent at Palos School
27 District 118; and
 
28     WHEREAS, Since accepting the position of Superintendent
29 Designee in 1997 and Superintendent in 1998, Dr. Carroll
30 managed significant growth in the Palos school district; from

1 construction management to implementing state of the art
2 technology improvements to negotiating union contracts as well
3 as implementing the Illinois Quality School Index; she was
4 instrumental in the district's successful growth; during her
5 tenure as superintendent, the district set many new achievement
6 records that have fostered a wonderful environment for both
7 students and faculty; and
 
8     WHEREAS, She sat on many boards, including Cerebral Palsy
9 of Greater Chicago, and was president of the Superintendents
10 Roundtable/Study Club of Northern Illinois; in addition to the
11 boards, she was a member of numerous associations and
12 organizations; and
 
13     WHEREAS, Dr. Carroll inspired those around her to reach
14 personal as well as collective goals for improving the
15 education of the Palos District 118 children; she taught the
16 power of collaborating, goal setting, analyzing progress, and
17 celebrating successes; and
 
18     WHEREAS, The passing of Dr. Rosemarie Carroll has been
19 deeply felt by many, especially her husband, Dr. John E. Bova;
20 her daughters, Kelly Marie Pilachowski and Bridgette Carroll
21 Bova; her stepson, Craig (Jennifer) Bova; her stepdaughter,
22 Caryn Bova; her sisters, Margaret (Edward) Gricus, Sue Ellen
23 (Thomas III) Hickey, and Patricia (David) Aversa; her brother,
24 Daniel E. (Judith) Carroll; and her twelve nieces and nephews;
25 she was preceded in death by her parents; therefore, be it
 
26     RESOLVED, BY THE SENATE OF THE NINETY-FOURTH GENERAL
27 ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the death of
28 Dr. Rosemarie Carroll, and we extend our deepest sympathy to
29 her family, friends, and all who knew and loved her; and be it
30 further
 
31     RESOLVED, That a suitable copy of this resolution be

1 presented to her family as an expression of our sincerest
2 condolences and as a tribute of the life that she devoted to
3 the education of children.
