SENATE JOINT RESOLUTION

 
2     WHEREAS, Adult day service programs that operate as part of
3 the Department on Aging's Community Care Program provide vital
4 services to over 2,100 of Illinois' frailest seniors each
5 month; and
 
6     WHEREAS, These adult day services allow frail seniors to
7 remain independent and in their own homes and communities in
8 the most appropriate, desirable, and cost-effective setting;
9 and
 
10     WHEREAS, Adult day service programs provide outpatient
11 nursing home services including medical monitoring, medication
12 administration, client activities, a daily meal for each
13 client, bathing, assistance with activities of daily living,
14 and transportation, all of which carry significant costs; and
 
15     WHEREAS, Many adult day service programs are closing and
16 other programs are struggling due to insufficient
17 reimbursement for services and transportation; and
 
18     WHEREAS, Cost reports from one adult day service program
19 indicate that transportation reimbursement rates equal less
20 than half of the actual cost of providing service; and
 
21     WHEREAS, Adult day service programs are required to provide
22 transportation as part of their contracts with the State of
23 Illinois; and
 
24     WHEREAS, The inadequate transportation rate has resulted
25 in the closing of programs and a reduction in the area served
26 by others; and
 
27     WHEREAS, In Illinois, 62 counties remain with no service
28 despite the efforts of the Department on Aging; therefore, be

2     RESOLVED, BY THE SENATE OF THE NINETY-FOURTH GENERAL
3 ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
4 CONCURRING HEREIN, that the Department on Aging shall conduct,
5 in collaboration with the Illinois Adult Day Services
6 Association and the Community Care Program Advisory Committee,
7 a rate study of the cost of providing adult day services and
8 transportation in Illinois; and be it further
 
9     RESOLVED, That the Department on Aging shall submit the
10 results of the study along with recommendations to the General
11 Assembly and to the Community Care Program Advisory Committee
12 no later than January 1, 2006; and be it further
 
13     RESOLVED, That a copy of this resolution be submitted to
14 the Department on Aging.
