SYNOPSIS AS INTRODUCED:
 
20 ILCS 2615/10 new

    Amends the State Police Radio Act. Requires that the Director of State Police, or his or her designee, serve as chairman of 2 public safety radio interoperability entities, the Illinois Statewide Interoperability Executive Committee and the STARCOM21 Oversight Committee. Specifies the minimum voting membership of those committees and authorizes the Director to increase the membership of the committees. Effective immediately.

1     AN ACT concerning State government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The State Police Radio Act is amended by adding
5 Section 10 as follows:
 
6     (20 ILCS 2615/10 new)
7     Sec. 10. Public safety radio interoperability. Upon their
8 establishment and thereafter, the Director of State Police, or
9 his or her designee, shall serve as the chairman of the
10 Illinois Statewide Interoperability Executive Committee (SIEC)
11 and as the chairman of the STARCOM21 Oversight Committee. The
12 Director, as chairman, may increase the size and makeup of the
13 voting membership of each committee when deemed necessary for
14 improved public safety radio interoperability, but the voting
15 membership of each committee must represent public safety users
16 (police, fire, or EMS) and must, at a minimum, include the
17 representatives specified in this Section. The STARCOM21
18 Oversight Committee must comprise public safety users
19 accessing the system. The SIEC shall have at a minimum one
20 representative from each of the following: the Illinois Fire
21 Chiefs Association, the Rural Fire Protection Association, the
22 Office of the State Fire Marshal, the Illinois Association of
23 Chiefs of Police, the Illinois Sheriffs' Association, the
24 Illinois State Police, the Illinois Emergency Management
25 Agency, and the Department of Public Health.
 
26     Section 99. Effective date. This Act takes effect upon
27 becoming law.
