AMENDMENT TO SENATE BILL 2449

2     AMENDMENT NO. ______. Amend Senate Bill 2449 by replacing
3 everything after the enacting clause with the following:
 
4     "Section 5. The Department of Employment Security Law of
5 the Civil Administrative Code of Illinois is amended by adding
6 Section 1005-47 as follows:
 
7     (20 ILCS 1005/1005-47 new)
8     Sec. 1005-47. Illinois Skills Match Program.
9     (a) The Department of Employment Security, through its
10 Illinois Skills Match System, or a successor system, shall
11 maintain a web site that allows job seekers to search online
12 for employment opportunities that match the skills of the
13 person seeking employment.
14     (b) Each executive branch State agency, except those
15 agencies with one or more positions subject to any jurisdiction
16 of the Personnel Code, must either (i) post employment
17 vacancies on the Department's Skills Match System or its
18 successor system or (ii) provide an online link to its
19 employment vacancies so that this link is accessible through
20 the web page of the Illinois Skills Match System or its
21 successor system. "State agency" has the meaning as defined in
22 Section 1-5 of the State Officials and Employees Ethics Act.
23 The Department of Central Management Systems shall provide an
24 online link to its State employment information and career

1 services web page so that this link is accessible through the
2 web page of the Illinois Skills Match System or its successor
3 system.
4     This Section does not apply to positions exempt from the
5 requirements of the Rutan decision.
6     (c) All units of local government, school districts, and
7 other public and private employers may, and are encouraged to,
8 post employment vacancies on the Illinois Skills Match System
9 or successor system.
10     (d) The Department may not charge any employer or any
11 person seeking employment a fee for using the Illinois Skills
12 Match System or successor system.
13     (e) The Department is authorized to adopt all rules
14 necessary to implement and administer the Illinois Skills Match
15 System or any successor system under this Section.
 
16     Section 99. Effective date. This Act takes effect July 1,
17 2007.".
