SYNOPSIS AS INTRODUCED:
 
20 ILCS 1005/1005-47 new

    Amends the Department of Employment Security Law. Requires the Department of Employment Security, through its Illinois Skills Match Program, to implement and administer a central clearinghouse for information and opportunities for those seeking employment in Illinois. Requires the Department to maintain a web site that allows job seekers easy access to employment opportunities that match the skills of the person seeking employment. Requires all executive branch State agencies to use the program. Allows, and encourages, units of local government, school districts, and other public and private employers to use the program. Provides that the Department may not charge any employer or any person seeking employment a fee for using the program. Authorizes the Department to adopt rules. Effective immediately.

1     AN ACT concerning employment.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Department of Employment Security Law of the
5 Civil Administrative Code of Illinois is amended by adding
6 Section 1005-47 as follows:
 
7     (20 ILCS 1005/1005-47 new)
8     Sec. 1005-47. Illinois Skills Match Program.
9     (a) The Department of Employment Security, through its
10 Illinois Skills Match Program, shall implement and administer a
11 central clearinghouse for information and opportunities for
12 those seeking employment in Illinois. The Department shall
13 maintain a web site that allows job seekers easy access to
14 employment opportunities that match the skills of the person
15 seeking employment.
16     (b) All executive branch State agencies must supply
17 information concerning its employment vacancies, except for
18 positions exempt from the requirements of the Rutan decision,
19 to the Department for posting on the Illinois Skills Match web
20 site. "State agency" has the meaning as defined in Section 1-5
21 of the State Officials and Employees Ethics Act.
22     (c) All units of local government, school districts, and
23 other public and private employers may, and are encouraged to,
24 supply information concerning Illinois employment vacancies to
25 the Department for posting on the Illinois Skills Match web
26 site.
27     (d) The Department may not charge any employer or any
28 person seeking employment a fee for using the Illinois Skills
29 Match Program.
30     (e) The Department is authorized to adopt all rules
31 necessary to implement and administer the Illinois Skills Match
32 Program under this Section.

1     Section 99. Effective date. This Act takes effect upon
2 becoming law.
