AMENDMENT TO SENATE BILL 2137

2     AMENDMENT NO. ______. Amend Senate Bill 2137 as follows:
 
3 on page 1, line 29, by deleting "wholly"; and
 
4 on page 2, by replacing lines 5 and 6 with the following:
5 "corporation to be known as the "Illinois Public Safety Agency
6 Network" shall be created. IPSAN shall be incorporated under
7 the"; and
 
8 on page 2, line 15, by replacing "the State Records Act, the
9 Open Meetings Act," with "the Open Meetings Act"; and
 
10 on page 3, line 8, by replacing "expenses" with "reasonable
11 expenses"; and
 
12 on page 3, line 10, by replacing "Governor" with "Board"; and
 
13 on page 3, by deleting lines 29 through 35; and
 
14 on page 4, by deleting lines 1 through 36; and
 
15 on page 5, by deleting lines 1 through 8; and
 
16 on page 5, by replacing lines 17 through 19 with the following:
17         "(2) Make and enter into contracts, agreements, and

1     other instruments necessary or convenient for the exercise
2     of its powers and to facilitate the use by the members of
3     IPSAN of other criminal justice information systems and
4     networks."; and
 
5 on page 5, line 27, by replacing "bylaws" with "bylaws and
6 policies"; and
 
7 on page 6, by replacing line 11 with the following:
8 "transferred to the IPSAN operating fund by the State Treasurer
9 notwithstanding current obligations as determined by the IPSAN
10 Board in cooperation with the Authority."; and
 
11 on page 6, line 17, by deleting "IPSAN may receive
12 appropriations."; and
 
13 on page 7, by deleting lines 1 through 14; and
 
14 on page 7, line 21, by replacing "Section 60" with "Section
15 90"; and
 
16 on page 11, immediately after line 7, by inserting the
17 following:
 
18     "Section 95. The State Property Control Act is amended by
19 adding Section 7.6 as follows:
 
20     (30 ILCS 605/7.6 new)
21     Sec. 7.6. Illinois Public Safety Agency Network.
22 Notwithstanding any other provision of this Act or any other
23 law to the contrary, the administrator and the Illinois
24 Criminal Justice Information Authority are authorized under
25 this Section to transfer to the Illinois Public Safety Agency
26 Network, from the Illinois Criminal Justice Information

1 Authority, all contractual personnel, books, records, papers,
2 documents, property, both real and personal, and pending
3 business in any way pertaining to the operations of the ALERTS,
4 ALECS, and PIMS systems managed by the Authority including, but
5 not limited to, radio frequencies, licenses, software,
6 hardware, IP addresses, proprietary information, code, and
7 other required information and elements necessary for the
8 successful operation, future development, and transition of
9 the systems."
