SYNOPSIS AS INTRODUCED:
 
5 ILCS 410/20

    Amends the State Employment Records Act. Provides that each State agency shall include in its annual report a description of the agency's Hispanic employment plan and its bilingual employment plan; the financial data from the most recent fiscal year about the expenditures for the Hispanic and bilingual plans; the effectiveness of the plans, programs, methods, or strategies developed by the agency to meet the purpose of the Act; reports or information about the agency's Hispanic and bilingual programs that the agency received from the Department of Human Rights, Department of Central Management Services, the Auditor General, or the Governor; information about the agency's studies and monitoring success about the increase of Hispanics and bilingual persons at the supervisory, technical, professional, and managerial levels; and information about the agency's budget allocations for the Hispanic and bilingual employment programs.

1     AN ACT concerning State government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The State Employment Records Act is amended by
5 changing Section 20 as follows:
 
6     (5 ILCS 410/20)
7     Sec. 20. Reports. State agencies shall collect, classify,
8 maintain, and report all information required by this Act on a
9 fiscal year basis. Agencies shall file, as public information
10 and by January 1, 1993 and each year thereafter, a copy of all
11 reports required by this Act with the Office of the Secretary
12 of State, and shall submit an annual report to the Governor.
13      Each agency's annual report shall include a description of
14 the Hispanic employment plan and the bilingual employment plan
15 submitted by the agency for the implementation of this Act;
16 financial data from the most recent fiscal year expenditures
17 for the Hispanic and bilingual employment programs; the
18 effectiveness of the plans, programs, methods, and strategies
19 developed by the agency in meeting the purposes of this Act;
20 reports or information related to the agency's Hispanic and
21 bilingual employment plans and programs that the agency has
22 received from the Illinois Department of Human Rights, the
23 Department of Central Management Services, or the Auditor
24 General, pursuant to their periodic review responsibilities;
25 findings made by the Governor in his or her report to the
26 General Assembly; information on the agency's studies and
27 monitoring success concerning the number of Hispanics and
28 bilingual persons employed by the agency at the supervisory,
29 technical, professional, and managerial levels and any
30 increases in those categories from the prior year; and
31 information concerning the agency's Hispanic and bilingual
32 employment budget allocations.
