SYNOPSIS AS INTRODUCED:
 
10 ILCS 5/19-20 new

    Amends the Election Code. With respect to absentee ballots, requires that the ballot envelope clearly state that the voter must sign in a manner similar to his or her registration record signature. Requires that the voter supply his or her birth date and partial Social Security number on the ballot envelope. Requires that all rejected absentee ballots be counted, notwithstanding any provision of the Code to the contrary, and that the total number of rejected ballots must be reported to the State Board of Elections.

1     AN ACT concerning elections.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Election Code is amended by adding Section
5 19-20 as follows:
 
6     (10 ILCS 5/19-20 new)
7     Sec. 19-20. Signatures; counting rejected ballots.
8     (a) In addition to any other requirements of this Code, an
9 absentee ballot envelope shall clearly state that the absentee
10 voter must sign his or her absentee ballot envelope in a manner
11 similar to that voter's registration record signature. The
12 envelope shall also clearly state that failure to do so may
13 result in the rejection of the ballot.
14     (b) In addition to any other requirements of this Code, an
15 absentee voter must supply his or her birth date and the last 4
16 digits of his or her Social Security number on his or her
17 absentee ballot envelope.
18     (c) Notwithstanding any provision of this Code to the
19 contrary, all absentee ballots marked "Rejected" shall be
20 counted, and the total number of rejected absentee ballots
21 shall be reported to the State Board of Elections.
