SYNOPSIS AS INTRODUCED:
 
110 ILCS 520/6.6

    Amends the Southern Illinois University Management Act. Provides that the Illinois Ethanol Research Advisory Board shall establish and operate, subject to specific appropriation for the purpose of providing facility operating funds, the National Corn-to-Ethanol Research Center at Southern Illinois University at Edwardsville as a State Biorefining Center of Excellence. Sets forth the purposes and goals of the Center.

1     AN ACT concerning education.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Southern Illinois University Management Act
5 is amended by changing Section 6.6 as follows:
 
6     (110 ILCS 520/6.6)
7     Sec. 6.6. The Illinois Ethanol Research Advisory Board.
8     (a) There is established the Illinois Ethanol Research
9 Advisory Board (the "Advisory Board").
10     (b) The Advisory Board shall be composed of 13 members
11 including: the President of Southern Illinois University who
12 shall be Chairman; the Director of Commerce and Economic
13 Opportunity Community Affairs; the Director of Agriculture;
14 the President of the Illinois Corn Growers Association; the
15 President of the National Corn Growers Association; the
16 President of the Renewable Fuels Association; the Dean of the
17 College of Agricultural, Consumer, and Environmental Science,
18 University of Illinois at Champaign-Urbana; and 6 at-large
19 members appointed by the Governor representing the ethanol
20 industry, growers, suppliers, and universities.
21     (c) The 6 at-large members shall serve a term of 4 years.
22 The Advisory Board shall meet at least annually or at the call
23 of the Chairman. At any time a majority of the Advisory Board
24 may petition the Chairman for a meeting of the Board. Seven
25 members of the Advisory Board shall constitute a quorum.
26     (d) The Advisory Board shall:
27         (1) Review the annual operating plans and budget of the
28     National Corn-to-Ethanol Research Pilot Plant.
29         (2) Advise on research and development priorities and
30     projects to be carried out at the Corn-to-Ethanol Research
31     Pilot Plant.
32         (3) Advise on policies and procedures regarding the

1     management and operation of the ethanol research pilot
2     plant. This may include contracts, project selection, and
3     personnel issues.
4         (4) Develop bylaws.
5         (5) Submit a final report to the Governor and General
6     Assembly outlining the progress and accomplishments made
7     during the year along with a financial report for the year.
8         (6) Establish and operate, subject to specific
9     appropriation for the purpose of providing facility
10     operating funds, the National Corn-to-Ethanol Research
11     Center at Southern Illinois University at Edwardsville as a
12     State Biorefining Center of Excellence with the following
13     purposes and goals:
14             (A) To utilize interdisciplinary,
15         interinstitutional, and industrial collaborations to
16         conduct research.
17             (B) To provide training and services to the ethanol
18         fuel industry to make projects and training to advance
19         the biofuels industry in the State more affordable for
20         the institutional and industrial bodies, including,
21         but not limited to, Illinois farmer-owned ethanol
22         cooperatives.
23             (C) To coordinate near-term industry research
24         needs and laboratory services by identifying needs and
25         pursing federal and other funding sources.
26             (D) To develop and provide hands-on training to
27         prepare students for the biofuels workforce and train
28         workforce reentrants.
29             (E) To serve as an independent, third-party source
30         for review, testing, validation standardization, and
31         definition in areas of industry need.
32             (F) To provide seminars, tours, and informational
33         sessions advocating renewable energy.
34             (G) To provide consultation services and
35         information for those interested in renewable energy.
36             (H) To develop demonstration projects by pursuing

1         federal and other funding sources.
2     (e) The Advisory Board established by this Section is a
3 continuation, as changed by the Section, of the Board
4 established under Section 8a of the Energy Conservation and
5 Coal Act and repealed by this amendatory Act of the 92nd
6 General Assembly.
