| Be it enacted by the People of the State of Illinois, |

| represented in the General Assembly:
|

| Section 5. The Property Tax Code is amended by changing |
| 5 |
| Section 7-5 as follows:
|

| Sec. 7-5. Creation of Property Tax Appeal Board. The

| Property Tax Appeal
Board shall consist of 5 members appointed |

| by the Governor, with the advice
and consent of the Senate. The |

| Governor, with the advice and consent of the
Senate, shall |
| 11 |
| designate one of the members as Chairman. The Property Tax
|
| 12 |
| Appeal Board shall be totally independent of the Department. A |
| 13 |
| vacancy on the
Board shall be filled in the same manner as |
| 14 |
| original appointments are made. |
