AMENDMENT TO SENATE BILL 618

2     AMENDMENT NO. ______. Amend Senate Bill 618, AS AMENDED, by
3 inserting the following immediately after the enacting clause:
 
4     "Section 3. The State Officials and Employees Ethics Act is
5 amended by changing Section 20-85 as follows:
 
6     (5 ILCS 430/20-85)
7     Sec. 20-85. Quarterly reports by Executive Inspector
8 General.
9     (a) Each Executive Inspector General shall submit
10 quarterly reports to the appropriate executive branch
11 constitutional officer and the Executive Ethics Commission, on
12 dates determined by the Executive Ethics Commission,
13 indicating the following information:
14         (1) the number of allegations received since the date
15     of the last report;
16         (2) the number of investigations initiated since the
17     date of the last report;
18         (3) the number of investigations concluded since the
19     date of the last report; the number of investigations
20     concluded since the date of the last report in which
21     disciplinary action was recommended, including but not
22     limited to reprimand, discharge, suspension, demotion,
23     change in duties or job description, or denial of promotion
24     or transfer; and the number of concluded investigations in

1     which disciplinary action recommendations were accepted
2     since the date of the last report;
3         (4) the number of investigations pending as of the
4     reporting date;
5         (5) the number of complaints forwarded to the Attorney
6     General since the date of the last report; and
7         (6) the number of actions filed with the Executive
8     Ethics Commission since the date of the last report and the
9     number of actions pending before the Executive Ethics
10     Commission as of the reporting date.
11     (b) The information required under item (6) of subsection
12 (a) shall be categorized by State agency. With respect to each
13 State agency the information shall specify for each person who
14 is a subject of an action reported under item (6) of subsection
15 (a) the person's total years of State service and the person's
16 years in his or her current position. With respect to each
17 State agency, the information shall also specify the number of
18 persons who are subjects of actions reported under item (6) of
19 subsection (a) who are in positions:
20         (1) subject to collective bargaining agreements;
21         (2) not subject to collective bargaining agreements;
22     and
23         (3) compensated on an annual basis within each of the
24     following ranges:
25             (i) not more than $40,000;
26             (ii) more than $40,000 but less than $60,000;
27             (iii) $60,000 or more but less than $85,000;
28             (iv) $85,000 or more but less than $101,000; and
29             (v) $101,000 or more.
