SYNOPSIS AS INTRODUCED:

625 ILCS 5/3-664 new

    Amends the Illinois Vehicle Code. Provides for the issuance of Work Zone license plates and for the issuance Road Worker license plates to qualified applicants. Provides that both types of plates are to be displayed on first division vehicles or on second division vehicles paying the flat weight tax. Provides that the additional fees collected for these plates shall be deposited into the Secretary of State Special License Plate Fund and the Transportation Safety Highway Hire-back Fund.

1     AN ACT concerning transportation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Vehicle Code is amended by adding
5 Sections 3-663 and 3-664 as follows:
 
6     (625 ILCS 5/3-663 new)
7     Sec. 3-663. Work Zone license plates.
8     (a) The Secretary, upon receipt of an application made in
9 the form prescribed by the Secretary, may issue special
10 registration plates designated as Work Zone license plates. The
11 special plates issued under this Section shall be affixed only
12 to passenger vehicles of the first division and motor vehicles
13 of the second division registered in accordance with subsection
14 (a) of Section 3-815 of this Code.
15     (b) The design and color of the plates is wholly within the
16 discretion of the Secretary. The Secretary shall prescribe
17 stickers or decals as provided under Section 3-412 of this
18 Code.
19     (c) An applicant for the special plate shall be charged a
20 $40 fee for original issuance, in addition to the appropriate
21 registration fee or the fee designated in subsection (a) of
22 Section 3-815. Of this fee, $25 shall be deposited into the
23 Transportation Safety Highway Hire-back Fund and $15 shall be
24 deposited into the Secretary of State Special License Plate
25 Fund, to be used by the Secretary to help defray the
26 administrative processing costs.
27     For each registration renewal period, a $27 fee, in
28 addition to the appropriate registration fee or the fee
29 designated in subsection (a) of Section 3-815, shall be
30 charged. Of this fee, $25 shall be deposited into the
31 Transportation Safety Highway Hire-back Fund and $2 shall be
32 deposited into the Secretary of State Special License Plate

3     Sec. 3-664. Road Worker license plates.
4     (a) In addition to any other special license plate, the
5 Secretary, upon receipt of all applicable fees and applications
6 made in the form prescribed by the Secretary of State, may
7 issue Road Worker license plates to residents of Illinois who
8 meet eligibility requirements prescribed by the Secretary of
9 State. The special Road Worker plate issued under this Section
10 shall be affixed only to passenger vehicles of the first
11 division and motor vehicles of the second division registered
12 in accordance with Section 3-815 of this Code.
13     (b) The design, color, and format of the plates shall be
14 wholly within the discretion of the Secretary of State. The
15 Secretary may, in his or her discretion, allow the plates to be
16 issued as vanity or personalized plates in accordance with
17 Section 3-405.1 of this Code. The plates are not required to
18 designate "Land Of Lincoln", as prescribed in subsection (b) of
19 Section 3-412 of this Code. The Secretary shall prescribe the
20 eligibility requirements and, in his or her discretion, shall
21 approve and prescribe stickers or decals as provided under
22 Section 3-412.
23     (c) An applicant shall be charged a $40 fee for original
24 issuance, in addition to the appropriate registration fee or
25 the fee designated in subsection (a) of Section 3-815. Of this
26 additional fee, $15 shall be deposited into the Secretary of
27 State Special License Plate Fund and $25 shall be deposited
28 into the Transportation Safety Highway Hire-back Fund.
