HOUSE RESOLUTION

 
2     WHEREAS, Sexual predators are a constant danger to all
3 citizens of Illinois, especially children; and
 
4     WHEREAS, Children, women, and all victims must be kept safe
5 from sexual predators; and
 
6     WHEREAS, Law enforcement and State's Attorneys need any and
7 all tools available to track, arrest, and prosecute sexual
8 predators; and
 
9     WHEREAS, Sexual predators must be kept away from children
10 and other potential victims; and
 
11     WHEREAS, The Illinois House of Representatives will be
12 considering House Bill 5809 which provides that a person of the
13 age of 17 years and upwards commits the offense of indecent
14 solicitation of a child if the person, by means of the
15 Internet, discusses actual or simulated sex acts with a child
16 or with one whom he or she believes to be a child, and provides
17 that it is not a defense to this provision that the person did
18 not solicit the child to perform a sex act with the person, and
19 makes a violation of this provision a Class 4 felony; and
 
20     WHEREAS, A federal statute to address sexual communication
21 with persons under the age of 17 is necessary to ensure the
22 safety of all children; therefore, be it
 
23     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
24 NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
25 we urge the United States Congress to consider and pass the
26 same or substantially similar legislation to achieve the same
27 purpose as House Bill 5809; and be it further
 
28     RESOLVED, That suitable copies of this resolution be
