HOUSE RESOLUTION

 
2     WHEREAS, Public Act 94-693 was signed into law to create
3 the Covering ALL KIDS Health Insurance Act to provide access to
4 affordable health insurance coverage for all children residing
5 in the State of Illinois; and
 
6     WHEREAS, The Department of Healthcare and Family Services
7 estimates that there are 253,000 uninsured children in Illinois
8 and roughly half of these children are eligible for the KidCare
9 program; and
 
10     WHEREAS, The provisions of the new Covering ALL KIDS Health
11 Insurance Program provide that children may be enrolled in the
12 program as long as they are living in Illinois for other than a
13 temporary or transitory purpose and no requirement for previous
14 residency is required; and
 
15     WHEREAS, Concerns have arisen that families may move to
16 Illinois from other areas to take advantage of the new Covering
17 ALL KIDS Health Insurance Program, which includes a State
18 subsidy for the medical care provided to enrollees; and
 
19     WHEREAS, The Department of Healthcare and Family Services
20 is adding headcount to provide for administration of the
21 Covering ALL KIDS Health Insurance Program and this additional
22 headcount has the ability to monitor the prior residency of
23 Program enrollees; therefore, be it
 
24     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
25 NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
26 we urge the Department of Healthcare and Family Services to
27 track the recent areas of residence of Covering ALL KIDS Health
28 Insurance Program enrollees for the last 3 years to ensure that
29 the Program is successfully enrolling uninsured children
30 historically residing in Illinois; and be it further

1     RESOLVED, That information gathered from tracking
2 residency for Covering ALL KIDS Health Insurance Program
3 enrollees should be compiled into a report by the Department of
4 Healthcare and Family Services to be presented to the General
5 Assembly by December 31, 2006; and be it further
 
6     RESOLVED, That a suitable copy of this resolution be
7 presented to the Director of Healthcare and Family Services.
