HOUSE RESOLUTION

 
2     WHEREAS, The Jewish Federation of Metropolitan Chicago
3 established its Government Affairs Program 25 years ago, in
4 conjunction with the Statewide Federations across Illinois,
5 with the Springfield office formally opening on May 9, 1981;
6 and
 
7     WHEREAS, This Statewide advocacy program has been a
8 successful educational conduit between Illinois State
9 Government and the Jewish Federation and its respective
10 affiliate agencies; and
 
11     WHEREAS, The "Chicago Model" quickly became adopted by most
12 of the Jewish Federations in other major states, in recognition
13 of the importance of state government in health and human
14 services and the need for Jewish Federation advocacy at that
15 level of government; there are now 23 similar Jewish Federation
16 statewide programs across the country; and
 
17     WHEREAS, The Government Affairs Committee steering the
18 Jewish Federation's advocacy agenda these past 25 years has
19 included past General Assembly members as both Committee
20 chairmen and members, utilizing the expertise and experience of
21 past State service towards today's health and human services
22 interests and needs of both the Jewish and general community;
23 and
 
24     WHEREAS, The professional staff of the Government Affairs
25 Program has been extremely stable, with Senior Vice President
26 Joel Carp in Chicago and Springfield office staff Leonard
27 Lieberman and Kathleen Parienti employed as the principal staff
28 these entire 25 years; and
 
29     WHEREAS, The public policy agenda of the Jewish Federation
30 is known for advocating what is best government practices for

1 all State residents and all State agencies, not just the
2 parochial concerns of the Jewish Community; and
 
3     WHEREAS, The lay leaders and staff of the Jewish
4 Federation's Government Affairs Program have continuously
5 mentored other ethnic and professional groups in advocacy
6 techniques that emphasize full informational sharing, timely
7 and effective communications, and the highest standards of
8 lobbying and ethical conduct over the past 25 years; and
 
9     WHEREAS, The Government Affairs Program has been a
10 continuous internship placement source for the University of
11 Illinois at Springfield, introducing State government service
12 and advocacy to over 20 interns, many of whom have gone on to
13 careers in Illinois State government, law, and other public
14 service; therefore, be it
 
15     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
16 NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
17 the Jewish Federation of Metropolitan Chicago and its
18 Government Affairs Program are hereby commended for their past
19 and current efforts and many successes in the formation of
20 State public policy, ranging from emergency food and shelter
21 programs to immigrant and refugee naturalization services,
22 health care financing equity and stability, meaningful job
23 training and placement programs for all adults including youths
24 "aging out" of State care, and "care for the caregiver"
25 initiatives for senior adults throughout Illinois, in addition
26 to matters of concern regarding human rights and religious
27 dignity for persons of all backgrounds in this State; and be it
28 further
 
29     RESOLVED, That a suitable copy or this resolution be
30 presented to the Government Affairs Committee, which is meeting
31 in Springfield on March 28 and 29 of this year, and to the
32 current Chairman, Arthur Berman, to take back to the Jewish

3 future years of Jewish Federation advocacy partnership with
4 Illinois State Government in public policy formation.
