HOUSE RESOLUTION

 
2     WHEREAS, The members of the House of Representatives of the
3 State of Illinois are pleased to congratulate Bill Balling on
4 the occasion of his retirement; and
 
5     WHEREAS, Mr. Balling has over 30 years of professional
6 management experience in Illinois municipal government; he has
7 served as Buffalo Grove's Village Manager for the past 28 years
8 and throughout that period has guided growth in the Village to
9 three times its original size; he has served in policy
10 executive leadership capacities as Chairman of the Northwest
11 Water Commission, serving 250,000 customers, as Director and
12 past Chairman for Northwest Central Dispatch, serving 400,000
13 customers with emergency telecommunications, and as Chairman
14 of the Executive Committee for the Solid Waste Agency of
15 Northern Cook County, serving 700,000 customers with refuse
16 disposal; and
 
17     WHEREAS, Throughout his municipal career, Mr. Balling has
18 been the recipient of recognitions and awards including the
19 Illinois City Management Leadership Award in Regional
20 Government (1999) and the Illinois Association of Municipal
21 Management Assistants' Outstanding Manager's Award
22 (2002-2003); in 2002, he received Special Service Recognition
23 from the Illinois Senate, the Illinois House of
24 Representatives, and the Chairmen of the Boards for Cook County
25 and Lake County government; he has also been recognized twice
26 as Rotarian of the Year, and in 2000, he was named Rotarian of
27 the Decade, also receiving the Outstanding Citizen Award in
28 2002; he is a multiple Paul Harris Fellow in Rotary
29 International; and
 
30     WHEREAS, Mr. Balling received a Liberal Arts degree from
31 Elmhurst College with an emphasis in Political Science and
32 Economics in 1969, and a Masters degree in Public

1 Administration from Northern Illinois University specializing
2 in Urban Management in 1974; in 2002-2003, he attended the
3 prestigious Kellogg Graduate School of Management at
4 Northwestern University and was certified in the Kellogg
5 Management Institute; he is also a Credentialed City Manager
6 through the International City & County Management Association
7 (2002-2006); and
 
8     WHEREAS, Mr. Balling is married to a photographic artist
9 and has two adult children; his son graduated from the
10 University of Southern California and lives in Los Angeles
11 working as a jazz piano artist; his daughter graduated from
12 Yale in 2004 as an Epidemiologist and joined the staff of the
13 Centers For Disease Control in Atlanta, Georgia in July, 2004;
14 therefore, be it
 
15     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
16 NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
17 we congratulate Bill Balling on the occasion of his retirement
18 as Buffalo Grove's Village Manager; and be it further
 
19     RESOLVED, That a suitable copy of this resolution be
20 presented to Bill Balling as an expression of our respect and
21 esteem and with best wishes for a relaxing retirement.
