HOUSE RESOLUTION

 
2     WHEREAS, Thomas P. Moran began his career with the Oak Lawn
3 Fire Department on February 1, 1966, when he was appointed as a
4 firefighter; in 1969, he was promoted to the rank of Engineer
5 and in 1974, to the rank of Lieutenant; he went on to begin
6 service as Lieutenant/Inspector in 1980; on October 1, 1986, he
7 was appointed Director of Fire Prevention, and on November 1,
8 1986, he was promoted to the rank of Captain; he served as
9 Division Chief of Support Services from October of 1988 until
10 April of 1992, when he was appointed Division Chief of
11 Administrative Services; on October 1, 1993, he was appointed
12 Fire Chief of Oak Lawn, the position he will retire from on
13 February 1, 2005; and
 
14     WHEREAS, Chief Moran has numerous State certifications,
15 including Fire Officer III, Certified Instructor IV, and
16 Hazardous Material Incident Commander; he has served as an
17 instructor in several locations, including at the Oak Lawn Fire
18 Academy from April of 1986 until the present, at Moraine Valley
19 Community College from August 1986 through December 1988, and
20 at the Fire Service Institute from November of 1990 through
21 February of 1996; and
 
22     WHEREAS, Chief Moran is affiliated with several
23 professional organizations, including the following: the
24 Illinois Fire Chiefs; the Illinois Fire Inspectors; the
25 National Fire Protection Association; the Building Officials
26 and Code Administrators; 1st District Fire Chiefs/Divisions
27 21, where he served as District Marshal from 2002 through 2005;
28 the Emergency Telephone Safety Board of the Village of Oak Lawn
29 Fire Department; the Illinois Professional Firefighters; and
30 the Oak Lawn Fire Department Club; and
 
31     WHEREAS, Two of Chief Moran's most memorable experiences as
32 a firefighter occurred in 1967; first was the snowstorm of

1 1967, when toboggans and sleds were used to supplement
2 emergency responses due to 28 inches of snow and drifting; then
3 on April 21, 1967, he was on duty when a tornado struck in Oak
4 Lawn; he was a member of the initial team of fire personnel who
5 responded to the devastation and destruction throughout the
6 town; the team eventually searched hundreds of occupancies for
7 trapped or injured residents and transported several victims to
8 area hospitals for treatment; and
 
9     WHEREAS, In 1968, he responded into the City of Chicago to
10 assist in fighting the horrendous structure fires following the
11 death of Martin Luther King, Jr.; he also assisted during the
12 same season when Floods Creek overflowed; therefore, be it
 
13     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
14 NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
15 we congratulate Chief Thomas P. Moran on the occasion of his
16 retirement from the Oak Lawn Fire Department after 39 years of
17 service; and be it further
 
18     RESOLVED, That a suitable copy of this resolution be
19 presented to Chief Moran as an expression of our respect and
20 esteem and with best wishes for a relaxing retirement.
