HOUSE JOINT RESOLUTION

 
2     WHEREAS, The Meat and Poultry Inspection Act provides for
3 the licensing of meat processors and slaughterers; and
 
4     WHEREAS, The Act establishes a license for Type I
5 establishments that sell or offer to sell meat, meat product,
6 poultry, and poultry product; and
 
7     WHEREAS, The Act establishes a license for Type II
8 establishments that custom slaughter and are not to sell the
9 meat they slaughter; and
 
10     WHEREAS, Questions and concerns have arisen in regards to
11 the increased regulations Type I establishments must adhere to
12 that are not imposed on Type II establishments; therefore, be
13 it
 
14     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
15 NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
16 SENATE CONCURRING HEREIN, that there is created the Joint Task
17 Force on Meat and Poultry Inspection for the purpose of
18 reviewing current law and regulations pertaining to the
19 licensing and regulation of meat and poultry processors and
20 slaughterers and determining whether changes are warranted in
21 the licensing and regulation of these entities; and be it
22 further
 
23     RESOLVED, That the Joint Task Force on Meat and Poultry
24 Inspection shall consist of the following members: one member
25 appointed by the President of the Senate; one member appointed
26 by the Minority Leader of the Senate; one member appointed by
27 the Speaker of the House; one member appointed by the Minority
28 Leader of the House; the Chairman of the Senate Agriculture and
29 Conservation Committee or his or her designee; the Minority
30 Spokesman of the Senate Agriculture and Conservation Committee

1 or his or her designee; the Chairman of the House Agriculture
2 and Conservation Committee or his or her designee; the Minority
3 Spokesman of the House Agriculture and Conservation Committee
4 or his or her designee; the Director of Agriculture or his or
5 her designee; two members representing Type I licensees
6 appointed by the Director of Agriculture; two members
7 representing Type II licensees appointed by the Director of
8 Agriculture; one member who is an expert from academia on meat
9 and poultry inspection appointed by the Director of
10 Agriculture; one member appointed by the Illinois Association
11 of Meat Processors; one member appointed by the Illinois Beef
12 Association; one member appointed by the Illinois Pork
13 Producers Association; and one member appointed by the Illinois
14 Farm Bureau; and be it further
 
15     RESOLVED, That the Joint Task Force shall meet initially at
16 the call of the Director of Agriculture and thereafter as
17 necessary and shall report its findings and recommendations to
18 the General Assembly by filing copies of its report with the
19 Clerk of the House and the Secretary of the Senate no later
20 than December 1, 2006; and that upon filing its report the
21 Joint Task Force is dissolved; and be it further
 
22     RESOLVED, That a suitable copy of this resolution be
23 delivered to the Illinois Director of Agriculture.
