HOUSE JOINT RESOLUTION

 
2     WHEREAS, The reaction time of motorists using cellular
3 phones slows dramatically, increasing the risk of automobile
4 accidents and tying up traffic generally; and
 
5     WHEREAS, Cell phone distraction causes 2,600 deaths and
6 330,000 injuries in the United States every year; and
 
7     WHEREAS, The numbers of fatalities and injuries may be
8 higher because data on cell phone use by motorists is limited;
9 and
 
10     WHEREAS, Increasing cell phone use can be expected to cause
11 the annual death estimate to rise; therefore, be it
 
12     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
13 NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
14 SENATE CONCURRING HEREIN, that State, county, and municipal law
15 enforcement personnel are requested to include in their police
16 reports of automobile accidents information pertaining to if an
17 accident involved the use of a cellular phone; and be it
18 further
 
19     RESOLVED, That the Department of State Police shall request
20 from State, county, and municipal law enforcement agencies
21 statistics on the use of cellular phones leading to automobile
22 accidents over a one-year period beginning July 1, 2006, and
23 report the findings to the General Assembly no later than
24 December 1, 2007; and be it further
 
25     RESOLVED, That a suitable copy of this resolution be
26 presented to the Department of State Police and appropriate
27 county and municipal law enforcement agencies.
