HOUSE JOINT RESOLUTION

 
2     WHEREAS, Andrew H. Melczer, Ph.D., who passed away on
3 February 7, 2005, served the Illinois State Medical Society
4 (ISMS), its member physicians, and all the citizens of the
5 State of Illinois for more than 20 years; and
 
6     WHEREAS, Dr. Melczer monitored the evolving health care
7 system of Illinois and the United States, developed ISMS
8 legislative responses to ensure that physicians could practice
9 quality medical care, and analyzed proposed legislation
10 related to the health care system; and
 
11     WHEREAS, Dr. Melczer provided support to physicians
12 seeking to understand and respond to the evolving health care
13 marketplace; and
 
14     WHEREAS, Dr. Melczer was a developer of the Illinois
15 Managed Care Reform and Patients Rights Act to protect
16 physicians and patients from managed care interference in the
17 delivery of health care; and
 
18     WHEREAS, Dr. Melczer authored instructional brochures and
19 model policy documents and developed seminars to assist
20 Illinois physicians with the understanding and implementation
21 of the federal Health Insurance Portability and Accountability
22 Act; and
 
23     WHEREAS, These HIPAA model policies and procedures have
24 been adapted and used by physicians across the country; and
 
25     WHEREAS, Dr. Melczer served in leadership roles as the ISMS
26 representative to the Workgroup for Electronic Data
27 Interchange and guided Illinois physicians with the
28 implementation and use of electronic health records; and

1     WHEREAS, Dr. Melczer gave generously of his time and
2 expertise to serve on boards and commissions, including the
3 Illinois Health Care Cost Containment Council, the Hospital
4 Report Care Advisory Council, and the Illinois Health Care
5 Credentials Council; and
 
6     WHEREAS, Dr. Melczer analyzed and recommended ISMS
7 responses to federal legislative and regulatory Medicare and
8 Medicaid proposals to determine impact on Illinois physicians;
9 and
 
10     WHEREAS, Dr. Melczer encouraged all to "Find work that you
11 love and do it well, but don't take it so seriously that you
12 forget what really matters in life. Show your family you love
13 them every day. Make this world a better place by sharing your
14 time and talents. Teach yourself something new. Laugh. Be a
15 good person, and thank God daily for all of our blessings.";
16 therefore, be it
 
17     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
18 NINETY-FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
19 SENATE CONCURRING HEREIN, that we honor the memory of Andrew H.
20 Melczer, Ph.D., for his valuable and numerous contributions to
21 the quality of health care in Illinois and for his many years
22 of outstanding public service; and be it further
 
23     RESOLVED, That a suitable copy of this resolution be
24 presented to Dr. Melczer's family with our heartfelt thanks and
25 as an expression of our deepest sympathy, respect, and esteem.
