SYNOPSIS AS INTRODUCED:
 
410 ILCS 315/2e new

    Amends the Communicable Disease Prevention Act. Requires the Department of Public Health to establish the Pandemic Influenza Community Preparedness Grant Program to aid local health departments in preparing for an avian influenza pandemic. Requires the Department to provide grants to develop an integrated and coordinated response to minimize the spread of avian influenza. Provides that funding shall come from federal sources. Requires the Department to adopt rules to implement and administer the program. Effective immediately.

1     AN ACT concerning health.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Communicable Disease Prevention Act is
5 amended by adding Section 2e as follows:
 
6     (410 ILCS 315/2e new)
7     Sec. 2e. Pandemic Influenza Community Preparedness Grant
8 Program.
9     (a) According to the Centers for Disease Control and
10 Prevention (CDC), state and local health officials must
11 understand and be ready to comply with the legal requirements
12 in their jurisdiction regarding the isolation of infectious
13 persons and the quarantine of exposed persons should an
14 outbreak of avian influenza occur.
15     (b) The Department shall establish the Pandemic Influenza
16 Community Preparedness Grant Program to aid local health
17 departments in preparing for an avian influenza pandemic.
18     (c) The Department shall provide grants to local health
19 departments to develop an integrated and coordinated response
20 to an avian influenza outbreak to minimize the spread of the
21 disease.
22     (d) Grants provided under this Section shall be funded from
23 federal funds appropriated for that purpose.
24     (e) The Department shall adopt rules to implement and
25 administer this Section.
 
26     Section 99. Effective date. This Act takes effect upon
27 becoming law.
