SYNOPSIS AS INTRODUCED:
 
110 ILCS 205/9.30 new

    Amends the Board of Higher Education Act. Requires the Board, in consultation with the Department of Commerce and Economic Opportunity, to develop a regional education and career pathways partnership program to target high-wage jobs in key economic sectors and address business and industry needs by providing employers with a well-prepared workforce. Provides that after the program is developed, but no later than January 1, 2007, the Board shall file a report with the General Assembly describing the program and estimating the cost of the program. Provides that the Board may not implement the program until after this report has been filed and funding to implement the program has been appropriated.

1     AN ACT concerning eduction.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Board of Higher Education Act is amended by
5 adding Section 9.30 as follows:
 
6     (110 ILCS 205/9.30 new)
7     Sec. 9.30. Regional Education and Career Pathways
8 Partnership Program. The Board, in consultation with the
9 Department of Commerce and Economic Opportunity, shall develop
10 a regional education and career pathways partnership program to
11 target high-wage jobs in key economic sectors and address
12 business and industry needs by providing employers with a
13 well-prepared workforce. The program shall do both of the
14 following:
15         (1) Address regional and local economies while
16     focusing on increasing job accessibility, particularly for
17     those individuals from disadvantaged backgrounds.
18         (2) Establish regional partnerships with public
19     community colleges, public universities, businesses and
20     industries, economic development agencies, unions, and
21     employer groups to support career advancements, connect
22     higher education course loads to employer needs, and expand
23     employer health, vision, dental, and compensation
24     benefits.
25     After the program is developed, but no later than January
26 1, 2007, the Board shall file a report with the General
27 Assembly, as provided in Section 3.1 of the General Assembly
28 Organization Act, describing the program and estimating the
29 cost of the program. The Board may not implement the program
30 until after this report has been filed and funding to implement
31 the program has been appropriated.
