SYNOPSIS AS INTRODUCED:
 
20 ILCS 205/205-450 new

    Amends the Department of Agriculture Law of the Civil Administrative Code of Illinois. Provides that the Department of Agriculture shall establish a grant program to encourage farmers to add additives to anhydrous ammonia for the purpose of acting as a marking agent, leak detector, and theft detector to prevent the use of anhydrous ammonia in the illegal manufacture of methamphetamine, and to add additives to anhydrous ammonia that render it inert for the purposes of methamphetamine production. Provides that the Department shall determine the eligibility of applicants for grants under this program. Provides that subject to appropriations made for this purpose by the General Assembly, the Department shall award grants to eligible farmers in accordance with rules adopted by the Department. Effective July 1, 2005.

1     AN ACT concerning State government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Department of Agriculture Law of the Civil
5 Administrative Code of Illinois is amended by adding Section
6 205-450 as follows:
 
7     (20 ILCS 205/205-450 new)
8     Sec. 205-450. Grants to farmers; anhydrous ammonia
9 additives. The Department of Agriculture shall establish a
10 grant program to encourage farmers to add additives to
11 anhydrous ammonia for the purpose of acting as a marking agent,
12 leak detector, and theft detector to prevent the use of
13 anhydrous ammonia in the illegal manufacture of
14 methamphetamine, and to add additives to anhydrous ammonia that
15 render it inert for the purposes of methamphetamine production.
16 The Department shall determine the eligibility of applicants
17 for grants under this Section. Subject to appropriations made
18 for this purpose by the General Assembly, the Department shall
19 award grants to eligible farmers in accordance with rules
20 adopted by the Department.
 
21     Section 99. Effective date. This Act takes effect on July
22 1, 2005.
