SYNOPSIS AS INTRODUCED:
 
405 ILCS 80/2-4.5 new

    Amends the Developmental Disability and Mental Disability Services Act. Subject to appropriation, requires the Department of Human Services to create a pilot program to provide community-based residential services to individuals with severe autism who are 21 years of age or older. Requires the Department to contract with one service provider to provide alternate residential services to persons with severe autism who would otherwise be served in an institutional setting. Sets forth the Department's responsibilities concerning screening, training and supports, and vocational agricultural opportunities. Effective immediately.

1     AN ACT concerning regulation.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Developmental Disability and Mental
5 Disability Services Act is amended by adding Section 2-4.5 as
6 follows:
 
7     (405 ILCS 80/2-4.5 new)
8     Sec. 2-4.5. Autism; community-based residential services;
9 pilot program.
10     (a) Subject to appropriation, the Department of Human
11 Services shall create a pilot program to provide
12 community-based residential services to individuals with
13 severe autism who are 21 years of age or older. The Department
14 shall contract with one service provider to provide alternative
15 residential services to persons with severe autism who would
16 otherwise be served in an institutional setting.
17     (b) The Department shall be responsible for, but not
18 limited to, providing the following:
19         (1) Screening of individuals with severe autism who are
20     21 years of age or older to determine whether these
21     individuals could be served in a residential setting at a
22     cost that does not exceed the cost of caring for them in an
23     institutional setting.
24         (2) Training and supports for both adults with severe
25     autism and the staff working with those individuals.
26         (3) Vocational agricultural opportunities for those
27     individuals placed at the designated community-based
28     setting.
29     (c) The Department shall adopt rules to implement this
30 Section.
 
31     Section 99. Effective date. This Act takes effect upon
32 becoming law.
