1     AN ACT concerning local government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Conservation District Act is amended by
5 changing Section 6 as follows:
 
6     (70 ILCS 410/6)  (from Ch. 96 1/2, par. 7106)
7     Sec. 6. Within 60 days after their selection, the trustees
8 shall organize by selecting from their members a president,
9 secretary, treasurer and such other officers as are deemed
10 necessary, who shall hold office for the fiscal year in which
11 elected and until their successors are selected and qualify.
12 Three trustees shall constitute a quorum of the board for the
13 transaction of business if the district has 5 trustees. If the
14 district has 7 trustees, 4 trustees shall constitute a quorum
15 of the board for the transaction of business. The board shall
16 hold regular monthly meetings. Special meetings may be called
17 by the president and shall be called on the request of a
18 majority of members, as may be required.
19     The board shall provide for the proper and safe keeping of
20 its permanent records and for the recording of the corporate
21 action of the district. It shall keep a proper system of
22 accounts showing a true and accurate record of its receipts and
23 disbursements and it shall cause an annual audit to be made of
24 its books, records and accounts.
25     The records of the district shall be subject to public
26 inspection at all reasonable hours and under such regulations
27 as the board may prescribe.
28     The district shall annually make a full and complete report
29 to the county board of each county within the district and to
30 the Department of Natural Resources of its transactions and
31 operations for the preceding year. Such report shall contain a
32 full statement of its receipts, disbursements and the program

1 of work for the period covered, and may include such
2 recommendations as may be deemed advisable.
3     Executive or ministerial duties may be delegated to one or
4 more trustees or to an authorized officer, employee, agent,
5 attorney or other representative of the district.
6     All officers and employees authorized to receive or retain
7 the custody of money or to sign vouchers, checks, warrants or
8 evidences of indebtedness binding upon the district shall
9 furnish surety bond for the faithful performance of their
10 duties and the faithful accounting for all moneys that may come
11 into their hands in an amount to be fixed and in a form to be
12 approved by the board.
13     All contracts for supplies, material, or work involving an
14 expenditure in excess of $20,000 $10,000 shall be let to the
15 lowest responsible bidder, after due advertisement, excepting
16 work requiring personal confidence or necessary supplies under
17 the control of monopolies, where competitive bidding is
18 impossible. All contracts for supplies, material or work shall
19 be signed by the president of the board and by any such other
20 officer as the board in its discretion may designate.

22     Section 99. Effective date. This Act takes effect upon
23 becoming law.
