SYNOPSIS AS INTRODUCED:
 
105 ILCS 5/3-14.20   from Ch. 122, par. 3-14.20

    Amends the School Code. Provides that within 10 business days after the regional superintendent of schools receives school building plans and specifications from a school board and prior to the bidding process, the regional superintendent shall notify the municipality (or county in an unincorporated area) and, if applicable, the fire protection district where the school is being constructed or altered that the plans and specifications have been submitted. Allows local fire, building, and plumbing inspectors to review the plans and specifications. Removes a provision regarding requests by the local fire department or fire protection district where the school is being constructed or altered to review the plans and specifications. Effective immediately.

1     AN ACT concerning education.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The School Code is amended by changing Section
5 3-14.20 as follows:
 
6     (105 ILCS 5/3-14.20)  (from Ch. 122, par. 3-14.20)
7     Sec. 3-14.20. Building plans and specifications. To
8 inspect the building plans and specifications, including but
9 not limited to plans and specifications for the heating,
10 ventilating, lighting, seating, water supply, toilets and
11 safety against fire of public school rooms and buildings
12 submitted to him by school boards, and to approve all those
13 which comply substantially with the building code authorized in
14 Section 2-3.12. Within 10 business days after the regional
15 superintendent of schools receives plans and specifications
16 from a school board and prior to the bidding process, he or she
17 shall notify the municipality and, if applicable, the fire
18 protection district where the school that is being constructed
19 or altered lies that plans and specifications have been
20 submitted. In the case of an unincorporated area, the county
21 shall be notified. If (i) local fire, building, or plumbing
22 inspectors in the municipality, fire protection district, or
23 county request a review of the plans and specifications or (ii)
24 the regional superintendent of schools requests that any of
25 these local inspectors review the plans and specifications and
26 the municipality, fire protection district, or county
27 determines that it can accommodate this request, then the
28 school board shall submit a copy of the plans and
29 specifications to the local inspectors. The local inspectors
30 or, on behalf of the local inspectors, a certified plan
31 reviewer or certified inspector shall comment on the plans and
32 specifications based on the building code authorized in Section

1 2-3.12 and respond to the regional superintendent of schools
2 within 15 business days after a copy of the plans and
3 specifications has been received by the local inspectors.
4 "Certified plan reviewer" and "certified inspector" mean an
5 individual who has been certified as such by a national model
6 code organization or equivalent agency approved by the Capital
7 Development Board. The Office of the State Fire Marshal may
8 review the plans and specifications at the request of the local
9 fire department or fire protection district. If the local
10 inspectors or certified inspector wish to inspect the actual
11 school construction or alteration, the local inspectors or
12 certified inspector must set up an initial pre-construction
13 meeting with the regional superintendent of schools, outlining
14 the inspection schedule and construction reviews. The regional
15 superintendent of schools shall then notify the school
16 district. The local inspectors or certified inspector shall
17 respond to the regional superintendent of schools with any
18 comments at the completion of each inspection. The review and
19 inspection shall be done at no cost to the school district. The
20 local fire department or fire protection district where the
21 school is being constructed or altered may request a review of
22 the plans and specifications. The regional superintendent of
23 schools shall submit a copy of the plans and specifications
24 within 10 business days after the request. The fire department
25 or fire protection district may comment on the plans and
26 specifications based on the building code authorized in Section
27 2-3.12 of the Code and, if any corrective action must be taken,
28 shall respond to the regional superintendent of schools within
29 15 days after receipt of the plans and specifications. The
30 Office of the State Fire Marshal may review the plans and
31 specifications at the request of the fire department or fire
32 protection district. The review must be conducted at no cost to
33 the school district.
34     If such plans and specifications are not approved or denied
35 approval by the regional superintendent of schools within 3
36 months after the date on which they are submitted to him or

1 her, the school board may submit such plans and specifications
2 directly to the State Superintendent of Education for approval
3 or denial.
