AMENDMENT TO HOUSE BILL 805

2     AMENDMENT NO. ______. Amend House Bill 805 by replacing
3 everything after the enacting clause with the following:
 
4     "Section 5. The Copper Purchase Registration Law is amended
5 by changing Sections 3 and 6 as follows:
 
6     (815 ILCS 325/3)  (from Ch. 121 1/2, par. 323)
7     Sec. 3. Except as provided in Section 5 of this Act every
8 copper dealer in this State shall enter in triplicate on forms
9 provided by the Department of State Police or such department
10 as may succeed to its functions, for each purchase of copper
11 consisting of 50 pounds or more the following information:
12     1. The name and address of the copper dealer;
13     2. The date and place of each purchase;
14     3. The name and address of the person or persons from whom
15 the copper was purchased;
16     4. The motor vehicle license number of the vehicle or
17 conveyance on which the copper was delivered to the copper
18 dealer;
19     5. A description of the copper purchased, including the
20 weight and whether it consists of bars, cable, ingots, rods,
21 tubing, wire, wire scraps, clamps, connectors or other
22 appurtenances or some combination thereof.
23     A One copy of the completed form shall be kept in a
24 separate book or register by the copper dealer and shall be

1 retained for a period of 2 years one year. Such book or
2 register shall be made available for inspection by any law
3 enforcement official or the representatives of common carriers
4 and persons, firms, corporations or municipal corporations
5 engaged in either the generation, transmission or distribution
6 of electric energy or engaged in telephone, telegraph or other
7 communications, at any time. Within 3 days from the day of
8 purchase one copy of the completed form shall be filed in the
9 office of the county clerk of the county in which the copper
10 was purchased and one copy shall be filed with, or mailed to,
11 the Department of State Police, or such department as may
12 succeed to its functions.

15     Sec. 6. The Department of State Police, or such department
16 as may succeed to its functions, shall prepare the forms
17 provided for in Section 3 of this Act and , shall make an
18 electronic copy a reasonable supply of the form forms available
19 to the public on its website at the office of the county clerk
20 of each county and shall provide the forms to any individual
21 upon request.
