SYNOPSIS AS INTRODUCED:
 
430 ILCS 65/13.1   from Ch. 38, par. 83-13.1

    Amends the Firearm Owners Identification Card Act. Prohibits home rule units from regulating the acquisition, possession, or transfer of firearm ammunition legally purchased or possessed under State and federal law. Effective immediately.

1     AN ACT concerning safety.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Firearm Owners Identification Card Act is
5 amended by changing Section 13.1 as follows:
 
6     (430 ILCS 65/13.1)  (from Ch. 38, par. 83-13.1)
7     Sec. 13.1. Local regulation of firearms and firearm
8 ammunition.
9     (a) The provisions of any ordinance enacted by any
10 municipality that which requires registration or imposes
11 greater restrictions or limitations on the acquisition,
12 possession, and transfer of firearms than are imposed by this
13 Act, are not invalidated or affected by this Act. This
14 subsection does not apply to the regulation of firearm
15 ammunition legally purchased or possessed under State and
16 federal law.
17     (b) The regulation of the acquisition, possession, and
18 transfer of firearm ammunition is an exclusive power and
19 function of the State. A unit of local government, including a
20 home rule unit, may not regulate the acquisition, possession,
21 or transfer of firearm ammunition legally purchased or
22 possessed under State and federal law. This subsection (b) is a
23 denial and limitation of home rule powers and functions under
24 subsection (h) of Section 6 of Article VII of the Illinois
25 Constitution.

27     Section 99. Effective date. This Act takes effect upon
28 becoming law.
