Amends the Illinois Vehicle Code and the State Finance Act.
Creates the Autism Awareness Fund. Provides for the issuance
of Autism Awareness license plates. Provides that in addition to the
appropriate registration fees, an applicant for the special plate shall
be charged an original issuance fee of $40 and a fee of $27 for each renewal.
Provides that $25 of the additional original issuance fee and $25 of the
renewal fee shall be deposited into the Autism Awareness Fund.
Provides that $15 of the original issuance fee and $2 of the renewal fee
shall be deposited into the Secretary of State Special License Plate Fund.
Provides that, subject to appropriation by the General Assembly and approval by
the Secretary of State, all moneys in the Autism Awareness Fund shall
be paid to the Illinois Department of Human Services for the purpose of grants for research, education, and awareness regarding autism and autism spectrum disorders. |

| Be it enacted by the People of the State of Illinois, |

| represented in the General Assembly:
|

| Section 5. The State Finance Act is amended by adding |
5 |
| Section 5.640 as follows: |
6 |

| Sec. 5.640. The Autism Awareness Fund.

| Section 10. The Illinois Vehicle Code is amended by adding |

| Section 3-663 as
follows:

| Sec. 3-663. Autism Awareness license plates.
|

| (a) The Secretary, upon receipt of an application made in |
13 |
| the form
prescribed by the Secretary, may issue special |
14 |
| registration plates
designated as Autism Awareness license |
15 |
| plates. The special plates
issued
under this Section shall be |
16 |
| affixed only to passenger vehicles of the first
division and |
17 |
| motor vehicles of the second division weighing not more than
|
18 |
| 8,000 pounds. Plates issued under this Section shall expire |
19 |
| according
to the multi-year procedure established by Section |
20 |
| 3-414.1 of this Code.

| (b) The design and color of the plates is wholly within the
|
22 |
| discretion of the Secretary of State. The Secretary, in his or |
23 |
| her discretion, may
allow the plates to be issued as vanity or |
24 |
| personalized plates under Section
3-405.1 of this Code. The |
25 |
| Secretary shall prescribe stickers or decals as
provided under |
26 |
| Section 3-412 of this Code.

| (c) An applicant for the special plate shall be charged a |
28 |
| $40 fee
for original issuance in addition to the appropriate |
29 |
| registration fee. Of
this fee, $25 shall be deposited into the |

| Autism Awareness Fund and $15
