AN ACT making appropriations.
Be it enacted by the People of the State of Illinois, represented in the General Assembly:
Section 5. The amount of $5,000,000, or so much of that amount as may be necessary, is appropriated to the Secretary of State for a grant to the East St. Louis Library Board for facility renovation.
Section 99. Effective date. This Act takes effect on July 1, 2005.
