Amends the Poison Control System Act. Directs the Department of Public Health and the Illinois Poison Advisory Board to conduct a study to determine the feasibility of establishing a formula that sets State goals for funding the poison control system. Requires completion of the study by December 31, 2005. Effective immediately.

| AN ACT concerning public health.
|

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Poison Control System Act is amended by |
5 |
| adding Section 13 as follows: |

| (410 ILCS 47/13 new) |

| Sec. 13. Funding; study. To ensure the stability of funding |
8 |
| for the Illinois Poison Control System, the Department of |
9 |
| Public Health and the Illinois Poison Advisory Board shall |
10 |
| conduct a study to determine the feasibility of establishing a |
11 |
| formula that sets State goals for funding the System. As part |
12 |
| of the study, the Department of Public Health and the Illinois |
13 |
| Poison Advisory Board shall consider the adoption of a formula |
14 |
| of funding for the Illinois Poison Control System that |
15 |
| establishes a minimum threshold of funding set on a per capita |
16 |
| basis. Also, as part of the study, the Department of Public |
17 |
| Health and the Illinois Poison Advisory Board shall consider |
18 |
| the feasibility of implementing a separate source of funding |
19 |
| for the Illinois Poison Control System separate from the |
20 |
| General Revenue Fund. The Department of Public Health and the |
21 |
| Illinois Poison Advisory Board shall complete the study by |
22 |
| December 31, 2005 and shall present their findings to the |
23 |
| Illinois General Assembly for its consideration.

| Section 99. Effective date. This Act takes effect upon |
25 |
| becoming law.
